6 1.0 PROJECT OVERVIEW 1.1 Backgrund Early in 1990, the Cunty f Madera realized a mechanism was needed t cntrl future develpment in the sutheastern prtin f the Cunty. The nly mechanism in place at that time fr the Cunty was the utdated 1969 General Plan. A General Plan update was cmmenced in rder t prvide the framewrk necessary fr rderly, lgical grwth in Madera Cunty. After the General Plan update had cmmenced, the Cunty decided that an area master plan fr the Ri Mesa area was needed. This Alea Plan wuld place cntrls n planning and guide develpment activity, and culd be fcused t mre specifically address identified issues fr the Ri Mesa area. Increasing develpment interests frm private land wners, the prpsed relcatin f the Valley Children's Hspital, and the ptential fr a future U Diversity f Califrnia t be sited in the Ri Mesa area, further prvided the catalyst t cmmence the Ri Mesa Area Plan Subsequent t the initiatin f the Ri Mesa Area Plan study in early 1992, it became apparent that the prtin f the Ri. Mesa study are~. e~st pf Highway 41 invlves relatively lng term planning with much less detail than that prtin west f Highway 41. In additin, the Valley Children's Hspital prject has a critica1 "' schedule fr relcatin, prject apprval, and develpment f the first phase. As a result f these factrs, the hspital and the primary landwners fr the apprximately 1,135 acres n the west side f Highway 41 requested that the Cunty separate this area frm the balance f the Ri Mesa Area Plan study and create a separate Area Plan fr this area. The Cunty cncurred with this request and in late 1992 authrized the preparatin f the Gunner Ranch West Afea Plan. The Ri Mesa Area Plan study has prceeded n thse lands east f Highway 41 and ~uth f Rad 145, and cntinues t be ne f the three sites under cnsi~eratin fr a University f Califrnia campus. 1.2 Prject Descriptin The Ri Mesa Area Plan is a plicy dcument intended t prvide the Cunty with land use develpment decisin-making guidance, and t prvide a planning framewrk fr the develpment f mre detailed implementatin plans and measures. -1-
7 The basic cncept f the Ri Mesa Area Plan is a multi-nucleated (multiple village) plan establishing fcal pints fr activity and land use intensificatin. Village Cres r centers will prvide the fcus fr higher density residential, cmmercial, emplyment, and public land uses. Lwer density residential uses are generally situated alng the river and nrtherly prtins f the plan. Open space and agricultural land uses ccur in the nrthwesterly cmer and in the riparian crridr alng the San Jaquin River. A "University Overlay" area has been designated in anticipatin f the ptential lcatin f a University f Califrnia campus within the study area. The plan has been develped with underlying land use designatins fr the campus area that are cmpatible with the balance f the plan. ~e verlay system is being used t indicate which prtins f the plan area wuld change if the campus were t be develped. 1.3 Purpse, Authrity and Scpe Purpse The Ri Mesa Area Plan is intended t give verall definitin and guidelines t the develpment f the 15,000 acre prject area and t facilitate preparatin f develper-initiated specific plans, subdivisin maps and ther entitlement requests.., The text and maps cntained within the Area Plan augment thse cntained within the Madera Cunty General Plan. A Cunty-wide General Plan update is being cmpleted cncurrently with the develpment f this Area Plan and will be integrating the Ri Mesa Area Plan fr cnsistency. Within this dcument, plicies regarding land use, circulatin, cmmunity design and infrastructure- are established t assure the area is develped in a crdinateq and chesive manner with adequate public facilities and quality f design. Subsequent develper-initiated specific plans and zne changes will cnfrm t and build upm.the plicies in this dcument t define specific regulatins fr develpment within the prject area. It is imprtant t recgnize that an Area Plan is a refinement f the General Plan and as such is nt an implementatin tl. It will prvide guidance t the develpment f subsequent implementatin actins and entitlements such as Specific Plans, reznings, site plan apprvals, etc
8 1.3.2 Authrity and Scpe Area Plans are nt specifically mentined by Califrnia statutes. They are, hwever, implicitly authrized under Califrnia Gvernment Cde Sectin 65301(b), which allws individual sectins f the General Plan t be devted t a particular subject r gegraphic area. They are als allwed as ptinal elements r subjects under Sectin In either case, area plans fcus n lcal r neighbrhd cncerns in greater detail than des the jurisdictin wide General Plan. Like a cmmunity plan, an area plan is a cmpnent f and must be internally cnsistent with the General Plan "Area Plan" and "Cmmunity Plan" are terms fr specialized plans that address. a particular regin r cmmunity within the verall planning area.. An area r cmmunity plan is adpted in the same manner as a General Plan amendment. It refines the plicies f the General Plan as they apply t site specific areas and is implemented by lcal rdinances such as thse regulating land use and subdivisin. - Recent.sQ\.!rt decisins require that an area r cmmunity plan must be internally cnsistent with each f the elements f the General Plan. 9 2.0 PLANNING FRAMEWORK 2.1 Prject Lcatin The triangular-shaped Ri Mesa prject is lcated alng the sutherly brder f Madera Cunty and immediately nrth f the City f Fresn metrplitan area, as shwn n the Reginal Lcatin Map, Exhibit 1. The site, encmpassing apprximately 15,000 acres, is bunded by State Highway 41 n the west, the San Jaquin River/Fresn Cunty line n the east, and Rad 145 and Millertn Lake State Recreatin Area t the nrtheast. "" Several rads jin Highway 41 frm the west including, frm suth t nrth, Avenues 10, 12, 15, and Rad 145, which traverses the nrtherly bundary f the site arund Little Table Muntain and terminates at Nrth Frk Rad (Rad 206). Nrth Frk Rad cntinues sutheasterly frm the Ri Mesa prperty acrss the San Jaquin River t it's junctin with Friant Rad in the twn f,friant. Frm the prject's central San Jaquin Valley lcatin, the City f Madera.and Freeway 99 are lcated 20 minutes t the west, the Sierra Nevada fthills are 30 minutes east, Fresn's. Central Business District is 15 minutes suth, and the suthern entrance t Ysemite Natinal Park is 1 hur t the nrth...., 2.2 Issues and Objectives Identifying and understanding the issues, gals and bjectives with regard t the rderly and systematic develpment f Ri Mesa cmmunity is an imprtant first step in the planning prgram. The determinatin f issue areas was based n a review f infrmatin the Cunty has prepared fr the General Plan Update in additin t meetings with Cunty staff, cnsultants and prperty wners. The fllwing list f eight issue areas was frmulated: Need fr a balanced cmmunity Ensuring adequate utilities, services and infrastructure University f Califrnia (UC) campus lcatin Attracting and retaining business, industry and turism jbs and tax dllars Preserving pen space ~d natural resurce areas Land use transitin Adequate water supply Establishment f ~a p~an identity Gals and plicies were then frmulated in respnse t identified issues.. The gals define statements f intent t address each f the the issues, the plicies prvide directin fr actin t achieve the gals. 11 2.3 Prject Setting Physical Setting Mst f the Ri Mesa prject site is a relatively flat plain used primarily fr grazing, agricultural and ranching purpses. The flat-tpped, rcky scarps f Little Table Muntain, a majr tpgraphic feature, rise apprximately 350 feet abve the surrunding plain, frming a plateau which bisects the site frm the suth t the nrthwest. An existing single family residential subdivisin, Sumner Hill, is lcated n the sutherly prtin f this plateau. The flatter areas f the site transitin t rlling hills and ridges in the nrtheast. The shres f Millertn Lake and the distant slpes ~f the Sierra Nevada Muntains frm a backdrp t the east. Tw riparian crridrs drain acrss the prperty and flw t the San Jaquin River, a braided, meandering river channel; it's bluffs frm a large prtin f the eastern twelve mile edge f the prject. This ~e _is - characterized by 70 t 100 ft bluffs and lush vegetatin. Friant Dam, which impunds Millertn Lake, is the dminant manmade visual feature f the prperty. The Madera Canal, which riginates at Friant Dam, is an earthen channel which generally traverses the prperty" in an east-west directin.., Infrastructure and Services Setting a. Infrastructure Currently, n infrastructure systems serve the Ri Mesa prject area. b. Services Public services which will prvide service t the prject area are summarized belw: Educatinal Services The schl districts which serve the Ri Mesa cmmunity ar~ the Chawanakee Jint Schl District (CJSD), the Madera Unified Schl District (MUSD) and the Sierra Jint Unin High Schl District. Safety Services Fire prtectin is prvided by the Madera Cunty Fire Dep~ent and the Califrnia Department f Frestry. Plice prtectin fr the area is prvided by The Madera Cunty Sheriff's Department. -6-
12 Parks and Recreatin N entity presently exists t wn and perate parks and facilities. Cunty Facilities General cunty gvernment prvides limited services t the existing area. Water and Sewer Water and sewer service may be established under CSA #22 (r ther public financing district, as may be frmed in the future), created fr the cmbined Ri Mesa/Gunner Ranch West develpment areas. Gas & Electric Gas and electric service will be prvided t tbe Ri Mesa cmmunity by Pacific Gas and Electric (PG & E). Cmmunicatins Telephne service is prvided by Pacific Bell and Pndersa.. Telephne Cmpany. 2.4 Related Planning Prjects A number f planning effrts and develpment prpsals are pending in the Ri Mesa area. These prpsals must be taken int cnsideratin in the planning prcess and are summarizea as fllws:.., San Jaquin River Parkway Plan The San Jaquin River is the principal natural feature f the regin, and frms the eastern bundary f the Ri Mesa prject site. Attentin has been fcused n the river because f emerging grwth trends in Madera and Fresn Cunties, and the cncern that the San Jaquin River may be impacted by prpsed develpment prjects, resurce extractin and recreatinal use. The San Jaquin River Parkway Plan prpses a cnceptual apprach tward the realizatin f recreatinal and cnservatin bj~ctives fr th~ river crridr. The cnsideratin f this Area Plan and. tll~±c3eneral Plan update affrds Madera Cunty an pprtunity t adpt gals and plicies supprtive f the Parkway cncept. The Madera Cunty Bard f Supervisrs ha~ vted t participate in the San Jaquin River Cnservancy. Any develpment within the Ri Mesa Planning Area will be required t be cnsistent with the Cunty's General Plan Plicies fr the San Jaquin River Parkway. -7-
13 2.4.2 Madera Cunty General Plan The gals and plicies f the Draft Madera Cunty General Plan Update, indicate the Cunty's psitin n issues f cunty-wide and reginal significance. The Ri Mesa Area Plan must be cnsistent with these plicies in tailring the area. plan t reslve lcal issues and cncerns within the prject area. The Area Plan, when adpted, will be incrprated int the updated General Plan and will assure cnsistency with the Land Use Element and Land Use Diagram f the Cunty-wide General Plan Landwner Plans Several develpment prpsals within the Ri Mesa prject area are currently being studied and are summarized belw: River Ranch Ri Mesa Inc. representing a cnsrtium f landwners and develpment prjects ttaling apprximately 5,500 acres. Vista Lag - Kestersn Develpment Riverbend Ranch - Cmbs, Inc. Hix-Reubenstein Develpment Fresn Christian Schl Cmplex..., State Highway 41 In 1989 The Cunty f Madera, thrugh a grant frm the Califrnia Department f Transprtatin (Caltrans), cmpleted the "Highway 41 Crridr Study." This study encmpasses the area alng State Highway 41 nrth frm the San Jaquin River, alng the western bundary f the Ri Mesa prject, t the Maripsa Cunty line. The reprt includes infrmatin and a data base regarding existing and future land uses in the crridr area, and establishes gals, plicies and recmmendatins and pssible implementatin measures fr Highway 41 imprvements. Caltrans District 6 is currently~ preparing a Rute Adptin Study fr Highway '41 frm Audbn Drive (at the end f the existing freeway in Fresn} nrth' t Rad -145: (the nrthern bundary f the Ri Mesa prject), a distance f apprxima~ely 12 miles. State Transprtatin Implementatin Prgram (STIP) funds have been allcated fr imprvement f Highway 41 t a 4-lane freeway frm Friant Rad (suth f the river) t Avenue 11. An accelerated design/cnstructin schedule is in prcess with cnstructin estimated t be cmpleted by Alignment studies are currently being prepared fr the prtin f the freeway nrth f A venue 11 t Highway
14 An immediately adjacent prject, the Gunner Ranch West Area Plan, is generally interrelated with the Ri Mesa prject thrugh a cmmn market area and direct circulatin cnnectins. The Gunner Ranch West has a jbs/husing rati f 2.5: 1, and will cntribute t and create a mre balanced reginal cmmunity by prviding additinal emplyment pprtunities fr the balance f the suth-eastern Madera Cunty area. The cmbined jbs/husing rati fr the tw Area Plans wuld result in 1. 7: Circulatin Cncept Plan An adequate system f streets, highways, trails and pathways is vital t maintaining rderly grwth within the Ri Mesa cmmunity. This sectin defines the circulatin cncept that prvides fr safe and cnvenient mvement f peple and gds thrughut the: cmmunity at the develpment intensity anticipated in the land use plan. State Highway 41 prvides the primary surce f reginal n~ql!th access t the Ri Mesa prject. Primary east-west entry pints, r gateways, t the cmmunity are lcated at Avenues 12, 15 and Rad 145. An internal "lp" rad cnnects the Avenue 12 Village arid Avenue 15 Cmmunity Cres, facilitating freeway access frm the central prtins f the plan area and facilitating east-west mvement4>., tward Freeway 99. The relatively higher intensity land uses in the suthern prtin f the plan are served by tw cllectr rads, ne extending frm A venue 11 and cnnecting with the lp rad, and the ther extending frm Avenue 9 and cnnecting with the Avenue 11 extensin. An east-west cnnectr rad extends frm the lp rad t the mst nrtherly village cre at Nrth Frk Rad, prviding the primary cnnectin between the easterly and westerly prtins f the cmmunity. Prpsed facilities are shwn in Exhibit 8, Circulatin Plan., During the initial stages f planning fr Ri Mesa, several physical ~d envirnmental cnstraints were taken int cnsideratin in determining the best lcatin fr the internal backbne circulatin. Exhibit 2, Develpment Cnstraints, prvides an example f these types f cnstraints. The general criteria used in cnsideratin f the internal circulatin included: -46-

It shuld be nted n Exhibit 8- that the Highway 41 freeway ali~~nt shwn is ne f several alternative alignments nw under study by -Caltrans. This rute study area is depicted n Exhibit 8 as a crssedhatched area alng Highway 41. Based n a final rute alignment adptin by Caltrans, sme adjustment in land use designatins, particularly at, prpsed interchanges, may be necessary. Hwever, the., basic circulatin netwrk prpsed and the lcatin f freeway interchange pints at Avenues 9/10, 12 & 15 will nt change. The backbne circulatin system utlined in this plan as well as ther majr infrastructure cmpnents shuld be flexible enugh t allw the specific lcatin f these facilities t recgnize site specific features. Other circulatin elements in the Ri Mesa cmmunity include an extensive n and ff street bicycle path and trail system, and pedestrian linkages t all cres, the River Parkway, and ther pen space and recreatin areas

17 a. Gals and Plicies The fllwing gals and plicies prvide a framewrk fr the design and classificatin f circulatin facilities within the land use plan: 1. Prvide a safe and efficient circulatin system fr the mvement f peple and gds thrughut the area plan. 2. Prvide a circulatin system which supprts planned land uses while maintaining a desired level f service n all streets and at all intersectins. 3. Encurage east-west linkages t cnnect the prject t ther activity areas within the Cunty. 4. Prvide fr a nn-vehicular circulatin system t cnnect a!iy~ty centers thrughut the area plan and t cnnect develpment areas t the San Jaquin River Parkway and master trail system, as may be adpted by the San Jaquin River Cnservancy and Madera Cunty pursuant t state law.. "' Plicies 1.1 Circulatin design shall take int accunt land use and transprtatin plans f Madera Cunty, Caltrans, the City f Madera and Fresn Cunty. 1.2 Create a transprtatin system that minimizes impacts n adjacent cmmunities. 2.1 Maintain a level f service (LOS) nt less than LOS "D" fr intersectins during peak hurs. 3.1 Extend Avenues 10, 12 and 15 int the prject area t prmte east-west linkages. 4.1 Trails systems shuld be crdinated with reginal trails planning. 4.2 Prvide fr limited access t the river crridr in the frm f rads, trails, and staging areas, in a manner cnsistent with the San Jaquin River Parkway Plan as. apprved. by. the Parkway Cnservancy and Madera Cunty. -49-

Hwever, given the Gen~ral Plan level f detail f this Area Plan, the rad alignments shwn shuld be cnsidered diagrammatic and subject t sme adjustment in lcatin and alignment based n mre detailed.., design studies. It is als prbable that the rad netwrk will be built in phases with initial "interim" imprvements less than the number f lanes and right-f-way standards described belw. Fr example, A venue 12 east f Highway 41 is prpsed as a 6 lane facility in a 124 ft right-f-way. Interim imprvements might nly be 2 r 4 lanes based n traffic generated by initial develpment prpsals. The actual sequence f rad imprvements will ultimately depend n a public financing strategy and the fair share each landwner and/r devel~r must cntribute in terms f dllars and/r imprvements. 2. Functinal Classificatin The functinal classificatin fr a g iven categry f radway prvides the general characteristics f the particular radway, the typical right-f-way width, and the type f vehicular trips which typically utilize such a facility. The actual lcatin and design f facilities such as bus turnuts and shelters will be prvided at the individual develpment applicatin stages within Ri Mesa.
