5 EXECUTIVE SUMMARY The Sparwd Leisure Centre Grunds is apprximately 11.2 hectares in size and includes three cntiguus park areas; Heritage Park at the nrth f the site, the Leisure Centre Grunds in the middle, and Lins Park at the suth. In this dcument the three areas are referred t cllectively as the Leisure Centre Grunds r the park. The Leisure Centre Grunds is the central hub fr the cmmunity f Sparwd and surrunding areas. There are multiple recreatin and sprt facilities n the site, and it is used fr a variety f cmmunity events, sprting activities and infrmal park activities. The District f Sparwd (District) anticipates cntinued investment in the park in future years. The purpse f this prject was t prepare a master plan fr the Leisure Centre Grunds that ffers shrt and lng-term develpment plans that will meet cmmunity requirements and frm the basis f a lasting legacy fr the District. A cmprehensive site inventry and analysis were cnducted. The primary highlights f the park are its central lcatin, ppular events, well used sprts facilities, views t the muntains, and areas f attractive pen pine frest. The main challenges are sme deterirating and underused sprts facilities, pr path cnnectivity and accessibility, and lack f trees and chesive site character. A visin and bjectives fr the Leisure Centre Grunds were generated thrugh wrkshps with District staff and the public. 9 1.0 INTRODUCTION 1.1 CONTEXT The Sparwd Leisure Centre Grunds is apprximately 11.2 hectares in size and includes three cntiguus park areas; Heritage Park at the nrth f the site, the Leisure Centre Grunds in the middle, and Lins Park at the suth. The three areas are managed as a single park site, referred t cllectively in this dcument as the Leisure Centre Grunds r the park. The site is centrally lcated in the cmmunity at 367 Pine Avenue, ccupying land between a residential area and the railway that runs alng the Elk River. The Leisure Centre Grunds currently has the fllwing facilities and features: a wetland, bike park, 2 bcce curts, 8 hrseshe pits, 2 slpitch diamnds, running track, sccer field, basketball curt, playgrund, water park, washrms, skate park, tennis curts, vlleyball curt, and infrmal picnic areas with play equipment. A number f special events are hsted n the sccer field and pen grass areas. There has never been a master plan fr the Leisure Centre Grunds, and the park has a number f challenges. The site has been develped in an ad hc manner, with each facility being sited individually ver time. There has been minimal cnsideratin given t the cnnectins and interactins amng facilities and park users, nr the verall character f the site. Sme f the facilities are utdated r underutilized. The District f Sparwd fresees cntinued develpment and imprvement f the park in future years and requires a master plan t guide this develpment. 10 1.2 PURPOSE AND PROCESS The purpse f this prject was t prepare shrt and lng-term develpment plans that will meet current and future cmmunity requirements, t be accmplished thrugh a cmprehensive design prcess with input frm staff and the public. 11 2.0 INVENTORY AND ANALYSIS 2.1 SITE CHARACTERISTICS The characteristics f the park t be cnsidered in the master plan are illustrated n the Site Inventry plan (see Sheet 1) and described belw. The Leisure Centre Grunds is brdered n the east side by Pine Avenue and Red Cedar Crescent. The railway runs alng the west brder. There is a significant amunt f rail traffic that generates frequent nise. There is ne designated private crssing f the railway that links the park t pen lands adjacent t the river. These lands are designated fr the develpment f a nature park in the future. There is residential develpment t the nrth and east f the park. T the suth there is a frmer schl site. The schl building is currently used as ffice space and a day care. The prperty has sprts fields fr yuth sccer and baseball. A reginal trail crsses the schl grunds and cnnects t the Leisure Centre Grunds. The Leisure Centre building is lcated centrally n the east side f the site, at the crner f Pine Avenue and Red Cedar Drive. It huses an arena, curling rink, fitness centre, leisure pl, and cmmunity hall. There is ne parking lt at the main entrance t the nrth f the building and anther t the suth and west at the back f the building. There is ample parking fr users f the Leisure Centre and the park. The Lins Club has prperty n the suth-east crner f the site, ccupied by a strage building. A CP husing building is lcated alng the suthern edge f the site n prperty wned by the railway. Bth f these prperties are available fr park use, althugh nt fr park structures. The park is made up primarily f pen grass sprts facilities. There are sme areas f pine trees and native deciduus trees. The site is generally flat; hwever, there is a frested slpe in the nrth-east crner in Heritage Park that runs up t Pine Avenue, and a few cnstructed berms alng the west edge. 12 Heritage Park has a cnstructed wetland/water feature. This prject was built as part f the Clumbia Basin Trust Yuth Grants prgram in It was intended t cllect runff water frm Pine Avenue. The liner f the wetland leaks and nly a minimal amunt f runff is cllected. Sme rnamental trees and shrubs have been planted, but they are nt thriving. There is a path arund the wetland that links t the parking lt. A berm buffers this area frm the railway. The central area f the site has the fllwing facilities: bike park, bcce curts, hrseshe pits, slpitch diamnd, track, sccer field, playgrund, washrms, spray park, skate park, tennis curts, vlleyball curt, and pen grass area used fr special events. There are a few paths n the east side f this area that cnnect t the parking lts. Lins Park has a slpitch diamnd and infrmal picnic areas with play equipment. There are pine trees and rugh grass thrughut this area that give it an attractive character. A berm runs alng the west edge as a buffer frm the railway. Paths crss the area t cnnect t the reginal trail n the schl prperty, Red Cedar Crescent and the central part f the site. There is irrigatin fr the sprts fields and the grass arund the water park. Water services als run t the washrm building and water park. Pwer services the washrm building and cntinues west acrss the park in a right-f-way. One light n a ple serves the skate park. 15 3.0 PARK PLAN 3.1 GUIDING STATEMENTS The visin and bjectives are based n input frm staff and the public. They establish a framewrk and guidance fr the park design. 16 3.2 PROGRAM The prgram identifies existing and prpsed facilities and features t be included in the master plan, alng with relevant design criteria. The prgram was refined thrugh public respnses t ptential park facilities and features. A preferred plan was prepared based n feedback n the ptins frm staff and the public (see Sheet 3). The fllwing is a descriptin f the elements f the preferred plan, explaining the ratinale fr the design. Site Access and Circulatin Entry Features: Existing park access pints will be mdified t welcme park visitrs with clear and cnsistent signage. Plantings will add interest, habitat, shade, and give the park a mre chesive character. An additinal entry will be cnstructed n the west side f the park at the CP Rail parking lt, prviding access t the event space. The entry is aligned with the railway crssing t cnnect t the future park area adjacent t the river. L EISURE C ENTRE G ROUNDS M ASTER P LAN P AGE 9

18 Perimeter Path: A majr path will run the entire perimeter f the site, cnnecting t key facilities and park entry pints. It will be used fr site access as well as fr recreatinal walking, jgging, cycling, and crss-cuntry skiing. The perimeter path will use sme f the existing paths, and require the realignment r recnstructin f thers. New prtins f the path will be cnstructed t a width f 2.5 metres (m) with an aggregate surface t match the existing paths. In a later phase f develpment, the surface f the path will be upgraded t asphalt t imprve accessibility, and lighting will be added fr safety and extended hurs f use. Secndary Paths: Smaller paths will cnnect between facilities and t the perimeter path. They will act as links acrss the site, prviding shrter lps fr recreatinal use. These paths will typically be cnstructed f aggregate t a width f 1.5m. Recreatin Facilities Existing Facilities: The slpitch diamnds, running track, sccer field, washrms, water park, vlleyball curt, and ne tennis curt (see Tennis Curt belw) will remain unchanged. These facilities are well used, in gd cnditin and in suitable lcatins. Typical maintenance and scheduled upgrades will be required fr these facilities. Skate Park: The skate park will be relcated t the nrth f the site between the slpitch diamnd and Pine Avenue, easily accessible frm the rad and parking lt. It is directly acrss frm the main entrance f the Leisure Centre, giving users access t washrm facilities, and facilitating surveillance f the skate park. At 930 m 2, the skate park will be a medium size with enugh space fr a variety f features t challenge a range f abilities and accmmdate all age grups. Bike Park: The bike will be relcated slightly east, adjacent t the skate park. A small seating area will link the tw facilities and prvide users and spectatrs a gathering place. The bike park will be easily accessible frm the rad and the parking lt, and clse t the main entrance f the Leisure Centre. At 1500 m 2, it will be a medium-sized facility with features t challenge a range f abilities and accmmdate all age grups. The bike park will be large enugh t accmmdate dirt jumps, a pump track and a small skills area. Outdr Fitness Equipment: Lcated behind the Leisure Centre, the fitness equipment will be easily accessible by users f the indr facilities. It will be n the perimeter path and adjacent t the track; t be used in cnjunctin with these cmpatible fitness facilities. The facility will include static and dynamic equipment, benches and instructinal signage. The surface will be rubber tile, with enugh space t walk arund the utside and an area fr stretching / flr exercise. Trees will prvide shade. P AGE 10 L EISURE C ENTRE G ROUNDS M ASTER P LAN

19 Sprt Curt: A full-size sprt curt will be the dimensins f a lacrsse bx, accmmdating sprts such as lacrsse, basketball, ball hckey, and pickle ball. It will be suitable fr an utdr rink in the winter. There will be an area fr seating, with seat-walls arranged in a gallery style fr spectatrs. The sprt curt will be near cmpatible sprt facilities like the tennis curt, vlleyball curt and slpitch diamnd. Tennis Curt: One f the existing curts will be retained and resurfaced, while the ther will be remved fr the sprt curt. Playgrund: The playgrund will be relcated adjacent t the water park. This lcatin grups the tw children s facilities tgether t facilitate parental versight and encurage verlapping play pprtunities. The playgrund will be the same size as the existing facility, 700 m 2, which will accmmdate a variety f play structures fr children f all ages. Tw seating areas with tables and benches will prvide families places t sit and picnic. Disk Glf: Lcated amng the trees in the suth west crner f the site, this facility will have six shrt hles, suitable fr children s play and putting practice. The layut will nt require any tree remval, and the hles will be set away frm paths fr safety. Hrseshe Pits: The existing pits will be remved fr the cnstructin f the skate park. Tw new hrseshe pits will be cnstructed in Lins Park clse t picnic tables. Gathering, Event and Passive Recreatin Areas Event Space: This space will include an event structure that will be a cvered multi-purpse shelter fr perfrmances, picnics, and gatherings. The structure will be suth f the sccer field, riented t the west fr smaller events. Larger events can spill ver t the sccer field. Trees will be planted t define the event space and t buffer it frm the railway t the west. A wide path frm the west entrance will allw vehicles t access the staging area behind the building. Lins Park Picnic Area / Play Equipment: Mre benches and picnic tables will be added in Lins Park. The existing play features will be replaced with new structures surrunded by safety surfacing. Central Gathering Area: Nrth f the washrm building, in place f the current playgrund, there will be a central gathering area in clse prximity t many facilities with the ability t be used in cnjunctin with large events n the sccer field. Grass, mveable picnic tables, and a brder f shade trees will give the space flexibility fr a variety f uses. Wide paths f permeable paving, and benches, will define the east edge f the space. 20 Wetland/Water Feature: The wetland will be recnstructed with permanent water and wetland margins as part f a new naturalized planting area. A viewing deck will give visitrs better access t the water. A water circulatin jet will add interest and help prevent the wetland frm becming stagnant. A variety f wetland and riparian plants will be used t increase the eclgical diversity. Naturalized Planting Area: This area will have mass plantings f trees, shrubs and grundcvers with attractive qualities, but designed fr lw maintenance. The plants will be native and lcally adapted species, selected t prvide seasnal interest with a variety f clur and texture. The planting areas will als prvide habitat fr wildlife such as insects, birds and wetland species. Once the planting areas have becme established and the individual plants have grwn tgether int masses, maintenance will be minimal. A gathering area with picnic tables will be available fr small grup events. Park Infrastructure and Landscape Utilities: Pwer services will be required fr the event structure and wetland/water feature. Fr the future lighting f the perimeter path, pwer culd be prvided r slar light fixtures culd be used. Slar lights, ples, and bases wuld cst abut $585,000. Wired light fixtures culd be LED lights at a cst f abut $305,000, r metal halide at a cst f abut $280,000 fr supply and installatin f lights, ples, bases and wiring. Irrigatin: Irrigatin will be installed in the event space, central gathering area, arund the playgrund, and in the naturalized planting area. Signage: A cnsistent system f directinal, identificatin, and regulatry signs will be installed thrughut the park. Sme interpretive signs regarding the wetland, park histry, and native plants wuld als add interest. Landscape: Cniferus trees will be planted thrughut the park t extend the character f Lins Park. Deciduus trees will be planted at key areas f interest and use such as the entry pints, gathering areas, and in the naturalized planting area. Shrubs and grund cvers will be used at entry pints and in the naturalized planting area. The plants will be native and lcally adapted species, selected t require little maintenance after establishment. 21 3.4 PHASING AND COST ESTIMATE Phasing The Leisure Centre Grunds Master Plan will be implemented in phases that represent the shrt, medium and lng term enhancements fr the park. The items in each phase are primarily based n the pririties expressed during public cnsultatin. In additin, cmpatible items are gruped in the same phase, as are facilities clse t each ther, fr efficiency f cnstructin. The timing f each phase will be based n the need t replace and update existing facilities, public interest in specific activities, and the availability f funding. The specific timing fr each phase is undetermined at this time. The phases are intended as a guideline fr implementatin. There are n majr cnstraints affecting the rder f cnstructin, and pririties can change ver time. Items can therefre be juggled between phases based n cmmunity interest and funding pprtunities. The preliminary phasing plan is described in the cst estimate summary belw. Cst Estimate This estimate is a Class C cst estimate based n typical 2012 cnstructin csts. It uses measured quantities frm the preferred cncept plan. It is cnsidered t have a mderate degree f accuracy and can be used fr preliminary prject apprval and budgeting. Csts can vary cnsiderably based n detailed design decisins. Mre accurate estimates are typically generated during the design prcess; Class B estimates are prepared during the site design stage, and Class A estimates accmpany detailed design.
