INTRODUCTION 1.1 NAME AND DESCRIPTION OF THE SKILL COMPETITION THE NAME OF THE SKILLS COMPETITION IS Landscape Gardening DESCRIPTION OF THE ASSOCIATED WORK ROLE(S) OR OCCUPATION(S) The key rle fr a landscape gardener is t install and maintain gardens and landscaped areas. The landscape gardener will need t meet with clients t discuss their prpsed prjects, prvide advice and guidance n the practicalities f the prject and carefully interpret the client s wishes. Prjects can be varied and incrprate private and public gardens, parks, public pen spaces, sprts and recreatin venues, playgrunds, rf gardens, green facades and ther landscaped areas. The landscape gardener must be able t develp innvative schemes that meet the needs f clients and cmply with planning regulatins, while retaining a visin f hw the finished prject will fit int the verall area and hw garden spaces interact with urban envirnments. The landscape gardener may be invlved at all stages f a prject frm the installatin prcess, prject managing and supervising the installatin team, t prviding advice and guidance n n-ging maintenance and develpment as the garden grws and matures. Basic knwledge f Landscape design is required as well detailed knwledge f landscaping, including knwledge f plants and trees in rder t prduce and implement a balanced plan that takes accunt f the area s advantages and limitatins relating t sil type and structure, gegraphy, climatic cnditins and planned use. Knwledge and skills relating t hard landscaping and cnstructin are als essential. Related skills such as electrical installatin, plumbing and irrigatin systems are als needed t prduce an verall prject that is sustainable and has lngevity. A wide range f natural stnes and materials will be used by the landscape gardener. They must therefre be aware f the impact f such materials n the envirnment, bth in terms f sustainability f limited natural resurces and als the impact f landscaping a natural envirnment and its wildlife. Gardens and landscaped areas enhance the quality f life fr millins f peple acrss the wrld by prviding beautiful areas fr recreatin and relaxatin, pen spaces in dense urban envirnments, apprpriate spaces fr peple f all ages and abilities, and facilities that supprt cmmunity activity and chesin. Fr the talented landscape gardener there are glbal pprtunities t be invlved in the develping wrld and in revitalizing existing established habitatins. 1.2 THE CONTENT, RELEVANCE AND SIGNIFICANCE OF THIS DOCUMENT This dcument incrprates a Rle Descriptin and Standards Specificatin which fllw the principles and sme r all f the cntent f the WrldSkills Standards Specificatins. THE STANDARDS SPECIFICATION 2.1 GENERAL NOTES REGARDING WSSS / WSESS Where apprpriate WSE has utilised sme r all f the WrldSkills Internatinal Standards Specificatins (WSSS) fr thse skills cmpetitins that naturally align between the tw internatinal Cmpetitins. Where the skill is exclusive t the EurSkills Cmpetitin, WrldSkills Eurpe has develped its wn Standards Specificatin (WSESS) using the same principles and framewrk t that used fr the develpment f the WSSS. Fr the purpses f this dcument the use f the wrds Standards Specificatin will refer t bth WSSS and WSESS. The Standards Specificatin specifies the knwledge, understanding and specific skills that underpin internatinal best practice in technical and vcatinal perfrmance. It shuld reflect a shared glbal understanding f what the assciated wrk rle(s) r ccupatin(s) represent fr industry and business. ( (TBA fr WrldSkills Eurpe) Helpfully, fr the glbal cnsultatin n the WSSS in 2014, arund 50 per cent f respnses came frm Eurpean industry and business. Each skill cmpetitin is intended t reflect internatinal best practice as described by the Standards Specificatin, and t the extent that it is able t. The Standards Specificatin is therefre a guide t the required training and preparatin fr the skill cmpetitin. In the skill cmpetitin the assessment f knwledge and understanding will take place thrugh the assessment f perfrmance. There will nt be separate tests f knwledge and understanding. The Standards Specificatin is divided int distinct sectins with headings and reference numbers added. Each sectin is assigned a percentage f the ttal marks t indicate its relative imprtance within the Standards Specificatin. The sum f all the percentage marks is 100. The Marking Scheme and Test Prject will assess nly thse skills that are set ut in the Standards Specificatin. They will reflect the Standards Specificatin as cmprehensively as pssible within the cnstraints f the skill cmpetitin. The Marking Scheme and Test Prject will fllw the allcatin f marks within the Standards Specificatin t the extent practically pssible. 12 3. THE ASSESSMENT APPROACH & PRINCIPLES 3.1 GENERAL GUIDANCE Nte: this Sectin and Sectin 4 summarize a great deal f new infrmatin and guidance regarding assessment. Please refer t the Cmpetitin Rules fr greater detail. The Cmpetitin Develpment Cmmittee (CDC) establishes the principles and techniques t which assessment at the EurSkills Cmpetitin must cnfrm. Expert assessment practice lies at the heart f the EurSkills Cmpetitin. Fr this reasn it is the subject f cntinuing prfessinal develpment and scrutiny. The grwth f expertise in assessment will infrm the future use and directin f the main assessment instruments used by the EurSkills Cmpetitin: the Marking Scheme, Test Prject, and Cmpetitin Infrmatin System (CIS). Assessment at the EurSkills Cmpetitin falls int tw brad types: measurement and judgement. Where the earlier terms bjective and subjective still ccur, these must be understd t mean measurement and judgement fr all prcedural and practical purpses. All assessment will be gverned by explicit benchmarks, referenced t best practice in industry and business. The Marking Scheme must include these benchmarks and fllw the weightings within the Standards Specificatin. The Test Prject is the assessment vehicle fr the skill cmpetitin, and als fllws the Standards Specificatin. The CIS enables the timely and accurate recrding f marks, and has expanding supprtive capacity. The Marking Scheme, in utline, will lead the prcess f Test Prject design. After this, the Marking Scheme and Test Prject will be designed and develped thrugh an iterative prcess, t ensure that bth tgether ptimize their relatinship with the Technical Descriptin and the principles fr assessment as set ut in the WSE Assessment Strategy. They will be agreed by the Experts and submitted t WSE fr apprval tgether, in rder t demnstrate their quality and cnfrmity with the Standard Specificatin. Prir t submissin fr apprval t WSE, the Marking Scheme and Test Prject will be reviewed by the WSE Skill Advisrs in rder t benefit frm the capabilities f the CIS. THE MARKING SCHEME 4.1 GENERAL GUIDANCE This Sectin describes the rle and place f the Marking Scheme, hw the Experts will assess Cmpetitrs wrk as demnstrated thrugh the Test Prject, and the prcedures and requirements fr marking. The Marking Scheme is the pivtal instrument f the EurSkills Cmpetitin, in that it ties assessment t the standards that represent the skills t be tested. It is designed t allcate marks fr each assessed aspect f perfrmance in accrdance with the weightings in the Standards Specificatin. By reflecting the weightings in the Standards Specificatin, the Marking Scheme establishes the parameters fr the design f the Test Prject. Depending n the nature f the skill and its assessment needs, it may initially be apprpriate t develp the Marking Scheme in mre detail as a guide fr Test Prject design. Alternatively, initial Test Prject design can be based n the utline Marking Scheme. Frm this pint nwards the Marking Scheme and Test Prject shuld be develped tgether. Sectin 2.1 abve indicates the extent t which the Marking Scheme and Test Prject may diverge frm the weightings given in the Standards Specificatin, if there is n practicable alternative. The Marking Scheme and Test Prject may be develped by ne persn, r several, r by all Experts. The detailed and final Marking Scheme and Test Prject must be apprved by the whle Expert Jury prir t submissin fr independent quality assurance. The exceptin t this prcess is fr thse skill cmpetitins which use an external designer fr the develpment f the Marking Scheme and Test Prject. In additin, Experts are encuraged t submit their Marking Schemes and Test Prjects fr cmment and prvisinal apprval well in advance f cmpletin, in rder t avid disappintment r setbacks at a late stage. They are als advised t wrk with the CIS Team at this intermediate stage, in rder t take full advantage f the pssibilities f the CIS. In all cases the cmplete and apprved Marking Scheme must be entered int the CIS at least eight weeks prir t the Cmpetitin using the CIS standard spreadsheet r ther agreed methds. 4.2 ASSESSMENT CRITERIA The main headings f the Marking Scheme are the Assessment Criteria. These headings are derived in cnjunctin with the Test Prject. In sme skill cmpetitins the Assessment Criteria may be similar t the sectin headings in the Standards Specificatin; in thers they may be ttally different. There will nrmally be between five and nine Assessment Criteria. Whether r nt the headings match, the Marking Scheme must reflect the weightings in the Standard Specificatin. Assessment Criteria are created by the persn(s) develping the Marking Scheme, wh are free t define criteria that they cnsider mst suited t the assessment and marking f the Test Prject. Each Assessment Criterin is defined by a letter (A-I). The Mark Summary Frm generated by the CIS will cmprise a list f the Assessment Criteria. The marks allcated t each criterin will be calculated by the CIS. These will be the cumulative sum f marks given t each aspect f assessment within that Assessment Criterin. 14 TOTAL MARKS PER CRITERION STANDARD SPECIFICATION SECTIONS 4.3 SUB CRITERIA Each Assessment Criterin is divided int ne r mre Sub Criteria. Each Sub Criterin becmes the heading fr a EurSkills marking frm. Each marking frm (Sub Criterin) has a specified day n which it will be marked. Each marking frm (Sub Criterin) cntains Aspects t be assessed and marked by measurement r judgement. Sme Sub Criteria have assessment by bth measurement and judgement, in which case there is a separate marking frm fr each methd 4.4 ASPECTS Each Aspect defines, in detail, a single item t be assessed and marked tgether with the marks, r instructins fr hw the marks are t be awarded. Aspects are assessed either by measurement r judgement and appear n the apprpriate marking frm. The marking frm lists, in detail, every Aspect t be marked tgether with the mark allcated t it, the benchmarks, and a reference t the sectin f the Standards Specificatin. The sum f the marks allcated t each Aspect must fall within the range f marks specified fr that sectin f the Standards Specificatin. This will be displayed in the Mark Allcatin Table f the CIS, in the fllwing frmat, when the Marking Scheme is reviewed frm C-8 weeks. (Sectin 0). 15 4.5 ASSESSMENT AND MARKING BY JUDGEMENT In additin t measurement, Experts are expected t make prfessinal judgements. These are nrmally judgements abut quality. Benchmarks will be designed, agreed and recrded during the design and finalizatin f the Marking Scheme and Test Prject in rder t steer and supprt these judgements. Marking thrugh judgement uses the fllwing scale: 0: perfrmance belw industry standard t any extent, including a nn-attempt 1: perfrmance that meets industry standard 2: perfrmance that bth meets industry standard and surpasses that standard t sme extent 3: excellent r utstanding perfrmance relative t industry standards and expectatins. 4.6 ASSESSMENT AND MARKING BY MEASUREMENT Unless therwise stated, nly the maximum mark r zer will be awarded. Where they are used, partial marks will be clearly defined within the Aspect. 4.7 ASSESSMENT OVERVIEW Fr bth measurement and judgement there will be three Experts in the assessment team. Gd practice in assessment cmprises measurement and judgement applied bth specifically and bradly. 16 4.9 SKILL ASSESSMENT PROCEDURES Separate grups/teams will be allcated t d measurement and judgement, within each subcriterin. Each Aspect will have add lines/descriptrs based n industry standards. 17 5. THE TEST PROJECT 5.1 GENERAL NOTES Sectins 3 and 4 gvern the develpment f the assessment. These ntes are supplementary. The Infrastructure List specifies the items and quantities requested by the Experts fr the next Cmpetitin. The Cmpetitin Organizer will prgressively update the Infrastructure List specifying the actual quantity, type, brand, and mdel f the items. Items supplied by the Cmpetitin Organizer are shwn in a separate clumn. At each Cmpetitin, the Experts must review and update the Infrastructure List in preparatin fr the next Cmpetitin. Experts must advise the Technical Directr f any increases in space and/r equipment. At each Cmpetitin, the Technical Observer must audit the Infrastructure List that was used at that Cmpetitin. The Infrastructure List des nt include items that Cmpetitrs and/r Experts are required t bring and items that Cmpetitrs are nt allwed t bring they are specified belw. 8.2 MATERIALS, EQUIPMENT AND TOOLS SUPPLIED BY COMPETITORS IN THEIR TOOLBOX The Cmpetitr shall bring tls and equipment in a tlbx and is encuraged t bring ther new tls and devices that are being used in tday's industry.
