1 EMERGENCY RESPONSE PLAN Overview This dcument prvides infrmatin abut required actin t handle emergencies at the WWWWIW wrkplace. The gal is t ensure Persnnel are aware f emergency situatins and respnse prcedures in rder t avid and diminish adverse cnsequences frm an emergency situatin by: - preventing injury r fatality, - reducing r eliminating harm t W5 Persnnel, Vlunteers and visitrs, - reducing r aviding damage t equipment, systems and W5 prperty, - ensuring well trained and crdinated respnse by W5 Persnnel, and - ensuring return t nrmal ffice peratins as safely and quickly as pssible. Essential t effective emergency respnses are: - Strng and cnfident leadership, - Clear chain f cmmand, - Excellent cmmunicatin, - Clear rles and respnsibilities, - Well trained Persnnel, and - Clear, cnsistent prcedures fllwed by all. Jint Health and Safety Cmmittee (JHSC) The JHSC is respnsible fr the develpment and maintenance f W5 s Emergency Respnse Plan The cmmittee is respnsible fr identifying health and safety cncerns in the wrkplace, as well as identifying existing r ptential hazards. Fr mre infrmatin, see Terms f Reference: Jint Health and Safety Cmmittee, and W5 s Health and Safety Plicy. Cmmunicatin The Emergency Respnse Plan is given t all W5 Persnnel, Vlunteers and Bard when they begin wrking with the rganizatin. Emergency respnses are regularly discussed at Persnnel meetings. Emergency prcedures are psted in an easily viewed lcatin fr all Persnnel. 1

2 Preparedness The JHSC is respnsible fr identifying existing r ptential hazards and ensuring that these risks are remved. The JHSC cnducts regular audits f the wrkplace. Persnnel may bring frward health and safety cncerns t the JHSC r t Persnnel meetings thrugh the Emplyee Crdinating Cmmittee. Emergency Crdinatr One individual n payrll will be designated as the primary Emergency Crdinatr, with three designated back-up EC s in the event that the primary EC is nt n site during the emergency. ECs are well-infrmed f the Emergency Respnse Plan and all prcedures. Emergency Crdinatr is Ant Primary Emergency Crdinatrs are: Shelley, Delia, Gisma Qualificatins: - trained in all aspects f the plan and prcedures - understand W5 systems, - clear, calm and cnfident cmmunicatr - authrized t have access t Persnnel Emergency Cntact infrmatin - prficient in CPR and basic first aid Respnsibilities: - cnducts immediate risk assessment and determines apprpriate respnse - activates an emergency respnse plan and is the lead during an emergency situatin - alerts Persnnel and Vlunteers - ensures emergency services are cntacted - ensures the Executive Directr is apprised f the emergency as sn as pssible - instructs Persnnel, Vlunteers and visitrs clearly and withut hesitatin during crisis - accunts fr all individuals in ffice (head cunt, assembly areas) - infrms the Executive Directr when evacuatin is cmplete and all accunted fr when emergency cntacts are t be made in the event f a persnal emergencies when cmmunicatin t Members r externally is required when return t wrk is advisable - prvides input n the effectiveness f emergency respnses t the Jint Health and Safety Cmmittee - when pssible ensures systems and equipment are shut dwn withut incident 2

3 - cnfirms return t wrk - initiates r phne cntact - delegates cmmunicatin whenever pssible t ensure swift respnse - ensures cmplete Emergency Kit is in wrking rder Persnnel Training W5 Persnnel, Vlunteers and Directrs f the bard will be riented t the Emergency Respnse Plan and ntified f any updates. W5 Persnnel will undertake regular drills in rder t be prepared in the event f a real emergency. Persnnel meetings will regularly address ptential emergency cncerns and respnses. Emergency Cntact List All Persnnel will be asked t cmplete a cnfidential emergency cntact infrmatin frm The frm will be kept secure and cnfidential by the Emergency Crdinatr and used nly in the event f an emergency. Warning Systems Alarm The building is equipped with a fire alarm and alert system, as well as a sprinkler system. Slw intermittent ring = alarm testing Rapid ring = evacuate building Cdes Shuld there be a reasn t alert Persnnel withut raising an audible alarm (i.e. in the event f an intruder r ptentially vlatile situatin), a cde r signal will be used. #1. Dial 105. Say yur client called X amunt f times, please call them right away = call #2. Paging: Dial extensin 2000, this will alert all staff f the emergency. Hme Cntact In situatins where the Emergency Crdinatr is aware f a ptential emergency and there is sufficient time t make Persnnel aware f the situatin, Persnnel will be cntacted by and/r phne. In this situatin, a grup message will be distributed t undisclsed recipients in rder t preserve the cnfidentiality f persnal addresses 3

IWF 3rd Flr 1. Language 2. Settlement 3. Multi-purpse rm 4th Flr 1. NAP First-Aid Kit The W5 First-aid kit is stred n each flr (wall-munted) r as listed belw. The kit is checked and inventried n a regular basis. It includes: - Rubbing alchl, antiseptic slutin, antibitic intment - Scissrs - Bandages (varius) - Dressings (varius) - Medical tape - 1 way valve muth-t-muth resuscitatin mask - Dispsable masks - Dispsable glves 4

In the kitchen n tp the fridge lcated in the staff lunch rm Flr 4. In the kitchen n tp f the fridge In Delia s ffice Building Security Alarm systems are in place, specific t each department. Building remains unlcked between the hurs f 8:00am t 6:00pm Operatins Cntinuity Plan In the event that Persnnel may nt wrk directly in the W5 ffice, a plan t ensure peratinal cntinuity will be implemented. The plan includes: - Alternative meeting arrangements - Alternative wrking arrangements - Alternative wrk plans - lead n cmmunicatin abut return t wrk 5

6 - Access t key dcuments and prcedures (i.e. payrll, insurance plicies, Bard and membership infrmatin) Essential Business Dcuments Hard Files All essential business dcuments are stred in a fire-prf filing cabinet. These dcuments wuld be cnsidered essential t W5 peratins and wuld cause cnsiderable legal, fiduciary r ethical hardship if lst r damaged. These include: - Legal dcuments Emergency Situatins Emergency situatins can be brken int different categries: A. Nn-life threatening situatins that require an emergency respnse t ensure nging W5 peratins B. Situatins that invlve sme advance warning which allw fr planning t meet the challenges f the events C. Persnal medical emergencies that require individualized respnse D. Spntaneus and ptentially dangerus events that affect the entire wrkplace and require immediate respnse. Each categry has a different respnse actin. A. Nn-life threatening situatins Examples fr this situatin include - Pwer failure - Technical r systems failures Emergency Crdinatr actin: - discuss respnse plan with the Executive Directr r the, r refer t previusly assigned respnse plan 6

7 - ensure that all W5 Persnnel are infrmed abut the respnse plan and administrative back up plans, anticipated timeline fr return t wrk, ffsite meeting space, etc. - cntact Persnnel thrugh emergency cntact infrmatin prvided by each Emplyee B. Advance Warning Examples fr this situatin include - Severe and ptentially hazardus weather cnditins (e.g. heat wave, ice strms, and blizzards) - Infectius disease utbreak - Building cnstructin affecting ventilatin r ther health cde requirements Emergency Crdinatr actin: - discuss respnse plan with the Executive Directr r the r refer t previusly assigned respnse plan - ensure that all W5 Persnnel are infrmed abut the respnse plan and administrative back up plans, anticipated timeline fr return t wrk, ffsite meeting space, etc. - cntact Persnnel thrugh emergency cntact infrmatin prvided by each Emplyee C. Persnal Medical Emergency Examples fr this situatin include: - Heart attack - Strke - Anaphylactic shck - Persnal injury at the wrk place Emergency Crdinatr actin: - Immediately ensure cntact t emergency medical services (9-1-1-) and that nsite first aid is administered (e.g. CPR) until EMS Persnnel arrive - Ensure that persnalized medical infrmatin is prvided t EMS if applicable - Ensure that the individual s emergency cntacts are infrmed unless therwise requested by the individual - Cmplete an accident reprt and prvide t the Jint Health and Safety Cmmittee if applicable. 7

Spntaneus Dangerus Events Examples fr this situatin include: - On site: fire, bmb threat, explsins, intruder threat, wrkplace vilence, hazardus materials, suspicius packages - Off site: terrrist attack, hazardus materials within vicinity Emergency Crdinatr actin: - Immediately initiate apprpriate respnse actin, see Respnse Actins - See specific prcedures Prcedures Evacuatin When the Emergency Crdinatr alerts Persnnel and visitrs t evacuate the W5 ffice: - STOP wrking immediately and listen t the EC s instructins - Leave yur wrkstatin r ffice immediately d nt stay behind t finish wrk - Remain calm - If pssible secure cnfidential infrmatin, valuables and apprpriate clthing when evacuating but d nt hesitate - Clse ffice dr as yu leave - Evacuate the flr using stairwell exits nly. D nt use the elevatrs - Head t grund level and leave the building - Cngregate at the assembly area (t be determined) - If yu are nt in yur regular wrk area, d nt attempt t return t it - Each team has a designated lead wh will infrm the Emergency Crdinatr f a head cunt (including visitrs, cnsultants) at that time in the ffice - Assist visitrs and thers wh require assistance (physical, language, etc.) The Emergency Crdinatr will: - Cnduct an immediate risk assessment - Vcally alert Persnnel f the emergency respnse (i.e. evacuatin prcedures) - Take basic Emergency Kit - Delegate ffice searchers t take head cunts and ensure all have vacated the ffice - Delegate supprt fr visitrs r individuals requiring assistance 8

9 - If time allws and it is safe t d s, initiates system shutdwn Fire If lcal fire is detected in the wrkplace: - alert Persnnel immediately - Emergency Crdinatr - Delegates call t 9-1-1, and fr building alarm t be pulled Assesses if fire extinguisher may be used until EMS arrive Alerts Persnnel t evacuate the ffice Fire Alarm Evacuate the building if yu hear cntinuus alarm sunds; Emergency Crdinatr leads: - Remain calm. If pssible secure cnfidential infrmatin, valuables and apprpriate clthing when evacuating but d nt hesitate - leave yur wrkstatin r ffice immediately - Clse ffice dr as yu leave - Evacuate the flr using stairwell exits nly. D nt use the elevatrs - Head t grund level and leave the building - Cngregate at the assembly area - If yu are nt in yur regular wrk area, d nt attempt t return t it - If yu encunter smke stay lw and crawl if necessary - (Smke rises, s there is less at flr level. Take shrt breathes thrugh yur nse. - Place a wet handkerchief ver yur nse and face) Bmb Threat If yu receive a bmb threat - keep calm and curteus and d nt interrupt the persn making the threat - All bmb threats must be taken seriusly - If the persn making the threat is n the phne, keep the caller n the line as lng as pssible - Try t get the attentin f yur c-wrkers use the cde / signal. They can ntify the Emergency Crdinatr, wh will ntify building security and Emergency Services. 9

10 - The fllwing infrmatin shuld be given t Emergency Services: W5 address/flr #; ffice / wrkstatin where call is being received; Persnnel s name and telephne number; the date and time the threat was received - Get as much infrmatin as yu can. Ask the fllwing: What time will the bmb explde? Where is the bmb? Why was the bmb placed? What des the bmb lk like? Where are yu calling frm? What is yur name? - If yu see a suspicius package d nt tuch the package Clear the immediate area where the package was fund Mve away frm package and ntify building security and tell them where the suspicius package was discvered; what the suspicius package lks like; yur name and telephne Number - If rdered t evacuate fllw evacuatin instructins Suspicius Package If yu see a suspicius package, d nt tuch the package. - Clear the immediate area where the package was fund - Mve away frm package and ntify building security and tell them where the suspicius package was discvered; what the suspicius package lks like; yur name and telephne number - If rdered t evacuate fllw evacuatin instructins At Risk Individuals/Persns with a Disability Individuals wh are unable t reasnably exit the building n their wn during an emergency are asked t fill ut a frm ntifying HR and the building manager. An emergency plan will be created specific t the individual needs f the persn wh has self-identified as high risk r with a disability. Specific infrmatin relating t a disability will nt be asked, just the limitatins and r special requests in the case f an emergency. The individual will be trained n the emergency plan.
