6 CHAPTER ONE. INTRODUCTION This peratinal requirements dcument was prepared fr use in supprt f the develpment and Implementatin f a Remte Maintenance Mnitring System (RMMS) fr the Natinal Airspace System (NAS). Fundamental'cncepts f.rmms peratin and the system descriptin have been previusly develped by the Airway Service (AA). These cncepts are dcumented in the Maintenance hilsphy Steering Grup (MPSG) Reprt (Order ), the Airway Facilities ervice Maintenance Prgram (Order ), and the Airway Facilities Service cy Decisins fr the Maintenance Prgram f the 1980's (Order ). he infrmatin generated by them)at the euipment site shall be directly available t the respnsible maintenane persnnel at their wrk center. Initially, a Maintenance Prcessr Subsystem (MPS) will be installed at the ARTCC where cmmunicatins lines with enrute equipment and majr airprts presently exist. Future MPSs shall be lcated at sectr ffices, r majr wrkeenters. The MPS shall mnitr the status f all equipment fr a specific gegraphical area and shall autmatically ntify the mnitring facilities f the equipment alarms. The mnitring facility shall be alerted f an alarm by bth visual and aural signals describing where alarm has ccurred, the type f alarm, and which equipment is alarming. The MPS shall serve as the primary cllectin pint, prcessr, and distributin center fr all RMM and Maintenance Management System (MMS) data. The RMMS will remte many rutine maintenance functins currently perfrmed at the remte equipment sites and will permit them t be accmplished at any suitably equipped wrk center. 1.1 PURPOSE. It is the purpse f this dcument t specify the peratinal requirements f the RMMS and t assure that the requirements f the AF systems specialist are reflected in its implementatin. 1.2 BACKGROUND. As a result f the FAA's examinatin f its future maintenance wrklad, the cncept f remte maintenance mnitring has been develped. This cncept is tailred t take advantage f the electrnic sphisticatin and inherently increased reliability f new-generatin equipment fr the Natinal Airspace System. The intrductin f slid-state equipment has imprved the stability f new equipment and reduced the number f site equipment failures, in turn reducing the need fr technicians t travel t sites fr frequent peridic maintenance and failure crrectin. In additin, the capability t mnitr remte-site paramenters at centralized facilities will simplify certificatin. 1.3 ASSUMPTIONS AND CONSTRAINTS. Order A establishes assumptins and cnstraints fr the 80's maintenance cncept. Thse affecting RMMS are as fllws: - 1

7 The assumptins are: Tday's technician will becme a systems specialist and cntinue as the primary and mst imprtant member f the maintenance system. Pressures t cntrl the verall csts will cntinue. With additinal facilities cntaining mre cmplex equipments in the inventry, a prgram f increased maintenance efficiency is required. Withut such a prgram, the size f the maintenance wrkfrce wuld cntinue t grw. Increased activity levels and dependence by the air traffic cntrllers n the equipments will dictate reliability levels in excess f thse nw being achieved. T keep peratin csts at a stable level, additinal cmmunicatins lines fr RMM data will be prvided thrugh the Natinal Interfacility Cmmunicatins System (NICS). The cnstraints are: " The RMM System will be required t perate cntinuusly t ensure that site malfunctins are prmptly detected s that prper crrective maintenance can be perfrmed. " A failure f the RMM equipment shall nt cause lss f service t the aviatin user. The future rganizatin will be smaller in size. The existing NAS system must cntinue t perate until a replacement system is installed and accepted. These existing systems must be maintained at the current high reliability and availability levels. Existing dcumentatin has detailed sme design features f the RMMS. These design features must be adhered t r changed thrugh apprpriate channels. Attitudes tward changes culd effect the implementatin f remte mnitring. Persnal cncerns ver the quality f wrklife assciated with changes in wrk methds culd have a negative impact n timely implementatin. These changes and their psitive r negative impacts must be understd by the wrk frce. With prper attentin t the specialist's cncerns, impact t the wrkfrce can be minimized. 2

8 2.0 INTRODUCTION. CHAPTER TWO RMMS OPERATIONAL REQUIREMENTS The purpse f this chapter is t describe peratinal requirements that the RMMS must prvide t persnnel in the varius peratins, maintenance, and supprt grups assciated with the RMMS. Airway Facilities equipment will be remtely mnitred, when cst effective. There are ten RMMS capabilities that are required t meet service gals. These capabilities are: Mnitr and Alarm Certificatin 3. Remte Cntrl 4. Recrdkeeping 5. Trend Analysis 6 7. Diagnstics Adjustment 8. Failure Anticipatin 9. Prblem-Slutins File 10. System Security 2.1 MONITOR AND ALARM. The RMMS shall cntinuusly mnitr all critical parameters t determine if the equipment is perating within specified units. Parameter values shall be cmpared with knwn values r peratinal limits, and any deviatins frm tlerance values shall be flagwed as alarms. AU alarms detected shall be recrded. If an alarm is detected, the Maintenance Prcessing Subsystem (MPS) shall Immediately ntify the Airway Facility ruanizatinal element having mnitring respnsibility fr the facility. In additin, air traffic cntrl (ATC) persnnel wh might be Impacted by a failure shall be prvided with the peratinal status f the equipment. The MPS shall peridically pll all the facility RMSs under its cntrl t btain the data required fr determinatin f status. Tw levels f infrmatin, as described belw, shall be available at the MPS facility fr nrmal peratins prcessing. Depending n the cmplexity f the site equipment mnitred, the MPS facility shall use at least ne f these t determine nrmal peratins: Perfrmance Test Results. T certify equipment, dynamic perfrmance tests must be cnducted since passive mnitring f parametric data will nt prvide a high degree f cnfidence in equipment peratin. Parameterie Alarms. These shall be generated by the remte mnitr subsystem when a given sensr measurement exceeds its prescribed tlerance limits. 3

The reprting f alarm cnditins, indicating that an undesired event has ccured, is f paramunt imprtance t ensure immediate maintenance respnse and imprved system peratin. The MPS shall distinguish between the rigins f equipment alarms and prvide apprpriate data t the mnitring facility respnsible fr the affected equipment. The lcatin f the mnitring facility/lcatin will be dictated by peratinal needs ALARM TYPES. The RMMS shall have the capability f distinguishing between three levels f alarms: peratinal system failure alarms; pre-alarms; and security alarms. These different levels prvide the systems specialist with the infrmatin required t distinguish between time-critical and nntime-critical alarms. These alarms are as fllws: Operatinal Equipment Failure Alarms. These alarms indicate that equipment failure has ccured in the system; they require immediate ntificatin f the mnitring facility. Even the failure f a system with redundant elements shall be included in this categry. Althugh the facility may cntinue in peratin immediate attentin may be required. Pre-Alarms. These alarms indicate that an equipment may fail and the system may require immediate attentin. This categry includes prealarms indicating that cnditins at the site are appraching failure but n equipment utage has ccurred. " Security Alarms. These alarms indicate that physical intrusin int a facility has ccurred, smke r fire are detected, r an unauthrized request fr MPS data has been received AUTOMATIC ALARM NOTIFICATION. A specific indicatin at the mnitring facility terminal shall distinguish between an peratinal alarm, pre-alarm, r security alarm. Operatinal alarms that render the system unavailable fr service will autmatically be sent t the apprpriate air traffic facility. 2.2 CERTIFICATION. At preselected intervals, and as determined by maintenance r certifying persnnel, the MPS shall query the remte sites and the values f the parameters shall be recrded. The MPS facility will acquire and stre the infrmatin cllected by the RMMS frm the individual sites and prcess that infrmatin int usable frm fr the persnnel requiring access t it. All site data shall be accumulated n a peridic basis. All alarms, and site data shall be cllected and maintained n a time-date basis as histrical files "...

10 2.3 REMOTE CONTROL. This capability allws initial facility restratin actins frm a remte lcatin. The facility may be pwered up r dwn, switched frm main t standby, etc., remtely. The RMS will have the capability t interpret messages cntaining equipment cntrl infrmatin. Examples f this capability are switching equipment frm main t standby, turning the engine generatr and air cnditiner n and ff, etc. In additin, the RMS will have the ability t attempt reset f a facility befre a failure is declared. The mnitring facility will be ntified f these reset attempts. 2.4 RECORD KEEPING. The system shall recrd all pertinent infrmatin at the MPS and shall prvide fr retrieval f this data by the AF technical wrkfrce via terminals. All infrmatin sent t the MPS shall be retreivable n a site-by-site basis. The ability t designate selected prtins f the histrical file fr a given site r grup f sites will be prvided. The MPS shall utput pertinent reduced data upn peratr request. 2.5 TREND ANALYSIS. The MPS shall recrd pertinent infrmatin identified fr each device and maintain a file f this infrmatin. On demand, the MPS shall analyze the stred infrmatin and display perfrmance trends. Graphs r tabular data will be used t present the results. Upn peratr request the MPS shall autmatically generate peridic perfrmance reprts that are nw manually prepared. If a user requires an immediate reprt, it can be requested frm the MPS. Fr example, the MPS may generate graphs f parameter variatins with time; specific failures by type, reasn fr failure and crrective actin; reliability and availability histry; utage reprts; equipment failure and alarm reprts, etc. 2.6 DIAGNOSTICS. The remte facility equipment will prvide diagnstic and fault infrmatin t assist the specialist t identify the failing cmpnent r mdule where pssible prir t the specialist leaving fr the site. This will enable the specialist t analyze the prblem and t take the necessary replacement parts and test equipment t the site. A number f systems nw exist which will be retained fr sme time and must be incrprated int the RMMS. Where cst effective, these systems will be retrfitted with remte diagnstics and fault islatin capability. In new systems, this capability shall be embedded. The RMMS shall have the capability t prvide the apprpriate hardware, sftware, and cntrl signals t adjust the peratinal equipment and perfrm diagnstic tests. Further enhancements t the diagnstic prcess, such as the display f schematics, assembly/disassembly infrmatin, cmplex pictrial data, and wavefrms at the system specialist's terminal, may be implemented if ecnmically feasible. -'.'-..5

11 2.? ADJUSTMENT. This capability will permit adjustment f the equipment frm a remte lcatin. Tw types f cntrl messages will be generated by the MPS fr transmissin ver the RMMS telecmmunicatins netwrk: executin f diagnstics and remte equipment adjustment. The MPS will generate the apprpriate messages t initiate these tests at the remte site and measure respnses. 2.8 FAILURE ANTICIPATION. Based upn the sensed parameters and knwn failure cnditins, the MPS will predict, where pssible, which items f equipment are likely t fail and which cmpnent(s) f the equipment shuld be replaced. This will permit autmatic r manual preemptive actins t prevent equipment failures. 2.9 PROBLEM-SOLUTIONS FILE. This capability will prvide the systems specialist with case histries f past prblems and their slutins. The MPS will maintain a case-histry file f reprted trubles and slutins fr a given maintenance area. This file will be in the MPS main strage and readily available t any systems specialist in that area. Perdically this data will be transferred t a mass strage media fr transfer t a centralized natinal cmputer file, where data will be kept fr all maintenance areas within the FAA. This is cmpiled frm the autmated lgkeeping recrds SYSTEM SECURITY. There are three types f security and access-cntrl functins f the MPS: i_ 1. restrictin f physical access t RMMS and peratinal equipment, 2. access t MPS data and cntrl functins emplying an n-line terminal. The fllwing subsectins utline the prpsed security measures fr each type, and 3. detectin f smke r fire within the facility PHYSICAL ACCESS. The RMS shall have an intrusin alarm mnitr attached t the entrance f the facility. All entries t the facility shall trigger the RMS t send a ntice f intrusin t the mnitring facility. All authrized persnnel are expected t lg in n the terminal within a reasnable perid f time. Failure t d s shall result in the annunciatin f an intrusin alarm by the MPS. " ".-._ :- ' i:..] 6

12 DATA SECURITY CONTROL. Data security cntrl shall be prvided by the RMMS. Specifically, the sftware shall ensure security by permitting the fllwing: Data access nly in respnse t valid lg-in prcedures. Access t data as necessitated by the maintenance/repair speqified. Cntrl functin capability nly t authrized persns. Certificatin f facilities nly by authrized persns. The prcessr's authrizatin prfile f maintenance persnnel shall be established thrugh the lg-in prcedure. After the facility is entered, the systems specialist must enter a specifically assigned access cde within the time perid allwed. The access cde shall be checked by the MPS fr validity. Whenever an individual's respnsibility fr a maintenance area has been changed, that individual's files in the RMMS shall be changed kuto-dial INTERFACES. All telephne aut-dial feature interface with the RMMS shall be at the Remte Mnitr Subsystem Cncentratr (RMSC) level and abve. Except where special cmmunieatins restrictins are a prblem, all security fr aut-dial access t the RMMS shall be cntrlled by the MPS. Apprval t allw security cntrl belw the MPS level must be crdinated thrugh the NAS Change Prpsal (NCP) prcess. 7 (and 8)

13 3.0 NETWORK DESCRIPTION. CHAPTER THREE NETWORK CONCEPT The netwrk will cnsist f fur elements. These fur elements are: 1. Remte Maintenance Mnitring System (RMMS). 2. Data Terminals (bth fixed and prtable). 3. Natinal Interfacility Cmmunicatins System (NICS). 4. The Maintenance Management System (MMS) will cexist with the RMMS and share resurces. Figure 3.1 is an verall blck diagram f the netwrk. The netwrk will cnsist f equipment t perfrm facility mnitring, data acquisitin and alarm reprting functins. The MPS will act as a ide f the netwrk t cllect, recrd, and analyze facility data, and t distribute it t apprpriate lcatins. Terminals will be used by systems specialists t btain immediate status infrmatin at a facility directly r infrmatin n a remte facility via the MPS. Mdular design f bth hardware and sftware will ensure expandability t increase capacity with minimum mdificatins. The use f sftware techniques will prvide flexibility in adding and changing the system t receive r delete equipment systems. T miminize the risk f failure at remte facilities, the RMS shall be designed fr simplicity. Any cmplexity shuld be at the wrkcenter level and abve. 3.1 REMOTE MAINTENANCE MONITOR SYSTEM (RMMS). The RMMS will serve as a data cllecting and cntrl system. Systems lcated within an ARTCC facility will have an Operatins and Service Prcessr (OSP) t prvide diagnstic and maintenance capabilities t the systems specialists. These systems will als prvide status data t the enrute MPS by a simple RMS interface. This status data is required fr system mnitring and reprting requirements. Several RMMS elements shall interface thse systems remte frm an ARTCC facility. They will cnsist f the remte mnitring subsystem cncentratr, remte mnitring subsystem, and sensr interface. A descriptin f these three elements fllws MAINTENANCE PROCESSOR SUBSYSTEM (MPS). The MPS will serve as the central prcessr fr a given gegraphical area and will act as a cntrl pint t cllect, recrd and analyze mnitred data and t issue cmmands. The MPS will als be respnsible fr the display f mnitred data and the maintenance f a histrical recrd f reprted data. The MPS will receive peridic status and certificatin reprts frm the RMSs upn ccurrence. Tw types f MPS are prpsed, En Rute Maintenance Prcessr Subsystem (EMPS), and Sectr Maintenance Prcessr Subsystem (SMPS). Additinal MPSs will be prvided at the Natinal Field Supprt Sectrs, FAA Technical Center, and Washingtn headquarters. 9 (and 10)

15 3.1.2 REMOTE MONITOR SUBSYSTEM PROCESSOR CONCENTRATOR (RMSC). At lcatins where there is a cncentratin f RMM equipped facilities, such as an airprt, cnsiderable reductin f peratins csts and alarm respnse time can be realized if all facilities data are cmbined int a single interface t the MPS. The functin f the RMSC is t perfrm this task f cnslidating data frm all the facilities within a small gegraphical area and interface these facilities t the MPS. The RMSC will functin as a pint f interface t the RMMS fr prviding facility status infrmatin t Air Traffic peratins at terminal facilities. The RMSC will als prvide an alternate pint f cntrl when the MPS r intercnnecting ICS is nt available. All aut-dial interfaces shall be at the RMSC level and abve REMOTE MONITORING SUBSYSTEM (RMS). *cntrller The RMS will cnsist f mnitring subsystems, data acquisitin subsystems, and devices t perfrm mnitring, data gathering, and alarm determinatin functins fr the varius equipment assciated with the facilities. The RMS will have the capability t sample equipment mnitrs and sensrs, accept and prcess MPS cmmands, generate and transmit frmatted data messages t the MPS and prvide a buffer fr the n-line terminal interface SENSOR INTERFACE (SI). The sensr interface is the actual pint f tie-in t the facility equipment. The SI will be equipment unique fr the specific functin/parameter t be cntrlled r mnitred. These devices will be built int future equipment. Existing equipment will require a retrfit mdificatin REGIONAL OFFICE NODE. The reginal ffice nde will functin in a manner yet t be determined. 3.2 TERMINAL SYSTEM. Tw types f terminal access will be included in RMMS: Fixed terminals will be lcated at wrk statins and wrk centers (WC) such as sectr field ffices. Wrk centers will be ntified by the MPS via this terminal *- utput f alarm cnditins and status changes. Cnversely the systems specialists can query the MPS fr certificatin and status data. The MPS will cmmunicate with these terminals via dedicated lines. Terminals will be used by systems specialists t extract the current state f equipment perfrmance. These terminals can als cmmunicate with the MPS fr additinal data via dial-up cnnectins. The cmmunicatins systems required t pass data and cntrl instructins t and frm the terminal t the MPS r RMS is cnsidered part f the NICS. 12

16 3.3 NATIONAL INTERFACILITY COMMUNICATIONS SYSTEM (NICS). The necessary infrmatin transfer between elements f the RMMS and/r terminals will be accmplished thrugh the NICS. A grund rule fr NICS develpment is t minimize, wherever pssible, any additinal cmmunicatins circuit csts. Cnsequently, the NICS will, when feasible, use existing cmmunicatins facilities. A backup link using autmatic dial-up techniques ver cmmercial (switched) telephne lines r ther means such as anther dedicated line r RML channel will be prvided in the event f primary cmmunicatins link failures. 3.4 MAINTENANCE MANAGEMENT SYSTEM (MMS). The MMS will be an administrative and technical supprt system designed t autmate the cllectin, strage, analysis and distributin f data as well as the mnitring f administrative and technical functins. This system will allw varius levels in the Airway Facilities hierarchy the capability t input, access and prcess the infrmatin required t administer AF prgrams efficiently. Examples f sme f the many prgrams which will be managed with the use f this system are: Facility lgs. Equipment perfrmance data. Truble shting data. Lgistics inventry. Equipment failure analysis. Facilities master file. Administrative recrds. Energy cnsumptin. The full capability f the Maintenance Management System will be phased in with the cmplete deplyment and implementatin f the Remte Maintenance Mnitring System (and 114).

17 CHAPTER FOUR NETWORK SUPPORT REQUIREMENTS * INTRODUCTION The purpse f the Maintenance Prgram f the 1980's is t make better use f the maintenance wrk frce thrugh changes in wrk methds. This will be made pssible by using technlgies, especially remte maintenance mnitring. If the RMMS is t prvide the significant benefits required, tdays techneician must be prvided the additinal knwledge, skills and resurces demanded by the technlgies. 4.1 TRANSITION The rle f the technician must transitin int that f a systems specialist. The technician's primary functins are preventive and crrective maintenance f - facilities and equipment using hardware riented, in-depth knwledge and skills. The systems specialist f the new maintenance prgram era will be bth sftware. and hardware riented and will assume a higher level f decisin making with regard t the NAS. The decisin making will be based n cnceptual knwledge and,. multi-skills at the the system level. 4.2 TRAINING Presently, technical training requirements are met by several methds. Included are resident training at the FAA Academy at Oklahma City, ut-f-agency training, crrespndence study, Cmputer Based Instructin and n-the-jb training. Of the abve methds, the mst cmmn is resident training at the FAA Academy. This traditinal apprach t training has served the FAA well; hwever, technlgy must influence future training methds. Systems specialists must receive sftware as well as hardware training. This training must be tailred t the types f mnitring/sensr equipment and terminal devices being utilized. Cmputer Based Instructin (CBI) will becme the primary training methd with future systems prviding system embedded training. T assist the systems specialist in staying prficient, cntrlled CBI training shuld be prvided at the wrk center level 4.3 DOCUMENTATION Cmplete dcumentatin and technical literature are required fr the peratin f all RMMS elements, including: 1. Operatr manuals. 2. Maintenance manuals. 3. Hardware lgic diagrams. 4. Sftware listings and flw charts. S. Sftware Design Dcuments 6. Cmputer Prgram Functinal Specificatins 15

18 '* * V -7 * OPERATOR MANUALS Cmprehensive peratinal manuals must be prvided, thereby permitting rapid and efficient infrmatin retrieval in respnse t system malfunctins and maintenance supprt requirements. These manuals need nt present detailed theretical discussins. Any necessary actins and prcedures fr remedial maintenance shuld be included in the manuals MAINTENANCE MANUALS Detailed maintenance manuals shall be prepared. They shuld cntain clear *! instructins cncerning maintenance peratins, including diagrams, pictures, and flw charts. In additin, where applicable, the methds fr using diagnstic rutines t simplify fault islatin and system restratin must be prvided fr all supplied equipment. 16
