1 PROTECTION OF KITCHEN COOKING EQUIPMENT Intrductin In rder t ensure that they perate prperly when needed and dn t trip unnecessarily, bth federal certificatin requirements and state licensure requirements require that health care facilities prperly inspect, test and maintain the exhaust hds, filters and fire-extinguishing equipment prtecting their cmmercial kitchen cking equipment. Applicable standards NFPA 101(12), Sec requires that cmmercial cking equipment be in accrdance with NFPA 96, Standard fr Ventilatin Cntrl and Fire Prtectin f Cmmercial Cking Operatins. NFPA 101(12), Sec. 2.2 references the 2011 editin f the standard. NFPA 96, in turn, references fur ther NFPA standards applicable t autmatic fire-extinguishing systems installed t prtect kitchen hd systems and cking equipment [see NFPA 96(11), Sec ]: NFPA 12(11), Standard n Carbn Dixide Extinguishing Systems NFPA 13(10), Standard fr the Installatin f Sprinkler Systems NFPA 17(09), Standard fr Dry Chemical Extinguishing Systems NFPA 17A(09), Standard fr Wet Chemical Extinguishing Systems It shuld be nted that, fr purpses f state licensure, MSFC(15), Sec references the same editins f thse standard (see Chapter 80, Referenced Standards). Mst health care facilities use autmatic dry- r wet-chemical fire-extinguishing systems fr prtectin f their kitchen cking systems. Unless therwise indicated, therefre, this guide will fcus n thse types f systems. System listing Bth NFPA 96(11), Sec and MSFC(15), Sec require that autmatic dry- r wet-chemical fireextinguishing systems be listed in accrdance with ANSI/UL 300, Standard fr Fire Testing f Fire Extinguishing Systems fr Prtectin f Cmmercial Cking Equipment. The 2012 Life Safety Cde nw cntains prvisins that allw decentralized kitchens using residential-type cking equipment in health care ccupancies. Thse prvisins can be fund in NFPA 101(12), Sec / , Cking Facilities. The cktp r range in this type f kitchen is still required t be prtected with an autmatic fire suppressin system, but as an alternative, this system can be listed in accrdance with UL 300A, Extinguishing System Units fr Residential Range Tp Cking Surfaces [See NFPA 101(12), Sectins (5)(a)/ (5)(a) and (3)/ (3)]. Exhaust system The entire exhaust system (hd, grease remval devices, fans and ducts) fr kitchen cking equipment needs t be thrughly inspected fr grease build-up at least every 6 mnths [see NFPA 96(11), Sec and Table 11.4; MSFC(15), Sec and Table ]. This als applies t the cking equipment in the decentralized kitchens allwed by NFPA 101(12), Sec / [see NFPA 101(12), Sectins (10)/ (10) and (3)/ (3)]. Nte: If it can be shwn that the amunt f cking that prduces grease-laden vaprs (e.g. frying f raw meats, warming f precked meats, etc.) is minimal, the authrity having jurisdictin (AHJ) may allw the inspectin frequency t be extended t every 12 mnths instead f every 6 mnths. Typically, t supprt the apprval f such an extensin the AHJ will want t see dcumentatin that
2 the semiannual inspectins ver an extended perid f time (likely 2 years minimum) have shwn very limited build-up f grease in the exhaust system. Page 2 f 5 This inspectin must be cnducted by a cmpany r persn prperly trained and qualified t perfrm such a service. The AHJ may require a certificate r ther prf f such training. If the inspectin reveals an accumulatin f grease depsits, the cntaminated prtin(s) f the exhaust system must be cleaned by a prperly trained and qualified persn acceptable t the AHJ [see NFPA 96(11), Sec ; MSFC(15), Sec ]. It shuld be nted that: 1. At the start f the cleaning prcess, electrical switches that culd be activated accidentally must be lcked ut (remember yur lck ut-tag ut prcedures) see NFPA 96(11), Sec Cmpnents f the autmatic fire-extinguishing system prtecting the kitchen cking equipment cannt be rendered inperable during the cleaning prcess unless they are being serviced by a prperly trained and qualified persn [see NFPA 96(11), Sectins and ]. Nte: Special care needs t be taken t ensure that cleaning chemicals are nt applied n fusible links r ther detectin devices f the autmatic fire-extinguishing system [see NFPA 96(11), Sec ]. 3. Flammable slvents r ther flammable cleaning aids are nt allwed t be used fr cleaning [see NFPA 96(11), Sec ]. 4. After the exhaust system is cleaned, it cannt be cated with pwder r ther substances [see NFPA 96(11), Sec ]. 5. When the cleaning prcess is cmpleted [see NFPA 96(11), Sectins thrugh ]: All electrical switches and system cmpnents must be returned t an perable state, All access panels and cver plates must be replaced. Nte: When an access panel is remved, a service cmpany label r tag preprinted with the name f the cmpany and giving the date f cleaning needs t be affixed near the affected access panel(s). Dampers and diffusers must be psitined fr prper airflw. Kitchen hd fire-extinguishing system NFPA 96(11), Sec requires that the specific inspectin and maintenance requirements f the extinguishing system standards, as well as system installatin and maintenance manuals and service bulletins, be fllwed. This als applies t the cking equipment in the decentralized kitchens allwed by NFPA 101(12), Sec / [see NFPA 101(12), Sectins (10)/ (10) and (3)/ (3)] 1. The standards applicable t autmatic dry- r wet-chemical fire-extinguishing systems prtecting kitchen cking equipment require that such systems be inspected mnthly [see NFPA 17(09), Sec. 11.2/NFPA 17A(09), Sec ]. This inspectin is a way t help ensure that: The extinguishing system is in the armed/ready cnditin Manual actuatrs are unbstructed Tamper indicatrs and seals are intact The maintenance tag r certificate is in place There is n bvius physical damage Pressure gauges, if prvided, are in perable range Nzzle blw ff caps, if prvided, are in place, intact and undamaged (these caps help prtect the discharge nzzles frm entrance f grease vaprs, misture and ther freign materials)
3 Page 3 f 5 With prper training (perhaps by the cmpany servicing yur facility s kitchen hd fire-extinguishing system), this inspectin is smething that culd easily be perfrmed by yur kitchen/fd service manager r ther designated kitchen/fd service staff persn. Using kitchen/fd service persnnel t perfrm this inspectin helps them understand the functin and imprtance f the hd system and enlists their help in keeping it in prper perating cnditin. It is nt uncmmn during fire/life safety surveys t find that access t the kitchen prtable fire extinguisher(s) is fund blcked by carts. A prudent standard f care wuld be t add this item t the mnthly inspectin checklist. 2. In additin t mnthly inspectins, the kitchen hd fire-extinguishing system is required t be serviced by prperly trained and qualified persns at least every 6 mnths [see NFPA 96(11), Sec ; MSFC(15), Sec ]. This service must include a test f all actuatin and cntrl cmpnents, including remte manual pull statins, mechanical and electrical devices, detectrs and actuatrs t ensure that they are in perable cnditin [see NFPA 96(11), Sec ]. A visual inspectin f fire alarm intercnnect switches is als required [see NFPA 72(10), Sec and Table , Item 9(d)]. a. Fusible links f the metal ally type and autmatic sprinkler heads f the metal ally type are required t be replaced at least semiannually [see NFPA 96(11), Sec ]. b. Fusible links f ther than the metal ally type and bulb-type autmatic sprinkler heads are required t be examined and cleaned r replaced at least annually [see NFPA 96(11), Sec ]. 3. Fire alarm intercnnect switches are required t be tested annually by mechanically r electrically perating the switch t verify receipt f a signal at the fire alarm cntrl panel [see NFPA 72(10), Table , Item 15(c) and Table , Item 14(b)]. This testing shuld be perfrmed as part f the annual test cnducted f the building fire alarm system. 4. The standards applicable t autmatic dry- r wet-chemical fire-extinguishing systems als cntain cylinder inspectin and testing requirements that must be fllwed, including: a. In accrdance with NFPA 17(09), Sectins and , cylinders fr dry chemical kitchen hd extinguishing systems must be: Examined every 6 years t check fr caking, and Hydrstatically tested every 12 years. b. In accrdance with NFPA 17A(09), Sec , cylinders fr wet chemical kitchen hd extinguishing systems must be hydrstatically tested every 12 years. DOCUMENT yur inspectins and service Almst as imprtant as cnducting required inspectins, cleaning, testing and maintenance is dcumenting the fact that they ccurred. What fllws is a brief synpsis f sme f the majr dcumentatin requirements yu need t be aware f. Exhaust system Exhaust system inspectins and cleanings are required t be dcumented [see NFPA 96(11), Sectins thrugh ; MSFC(15), Sec ]. The cntractr perfrming these services must be able t prvide
4 Page 4 f 5 yu with a certificate shwing the name f the servicing cmpany, the name f the persn perfrming the wrk and the date f inspectin r cleaning. In additin, the cntractr is required t prvide a written reprt that identifies areas that were inaccessible r nt cleaned. Fire-extinguishing system inspectin/service 1. A sample mnthly inspectin lg is attached t this dcument. The lg can be used as is r serve as a guide that yu can use t create yur wn lg. 2. The persn r cmpany perfrming the 6-mnth service n yur facility s kitchen hd fire-extinguishing system needs t prvide yu with a certificate f inspectin. Sme lcal jurisdictins may require that cpies f these certificates be frwarded t them. The authrity fr such a requirement cmes frm MSFC(15), Sec and NFPA 96(11), Sec It is imprtant that at least tw peple in yur facility knw where yur dcumentatin is kept t increase the likelihd that it can be readily prvided if requested during an inspectin.
