We believe that residence hall living is a key cmpnent f a student-centered educatinal experience in which academic learning is integrated with student develpment. Each student is persnally accuntable fr maintaining a safe, secure and clean envirnment in his/her residence that prmtes a healthy standard f cmmunity living. Fr these reasns prvisins are made t huse students n campus thrughut their undergraduate years. Students are required t live n campus fr three years. Students may be eligible fr an ff-campus release if they meet ne r mre f the fllwing criteria: Married, in a legal dmestic partnership, r a single parent 23 years f age r lder Cmmuting frm their permanent hme and primary residence f parent r legal guardian within 60 miles f campus Participating in a c-p r study abrad prgram Transferred t Alfred and lived n campus fr three years at anther institutin In need f a medical exemptin If a student meets ne f the afrementined criteria and wishes t be cnsidered fr an exemptin, r if a student has cmpleted the three year residency requirement and wuld like t live ff campus, please cmplete the required waiver: RESIDENTS RIGHTS & RESPONSIBILITIES At Alfred University, the residential facilities are prvided t ensure that students may have the benefit f living within the academic cmmunity. The pprtunity fr every student t achieve educatinal, scial, cultural and intellectual grwth must nt be impeded by the actins f any ther member f the residential cmmunity. Thse wh live within University husing have certain rights and respnsibilities which gvern cnduct in their assigned rm, flr and in the residence halls in general. Each resident must knw and understand these rights and respnsibilities. Each individual is expected t cnduct him/herself in a manner that des nt vilate the rights f any member f the University cmmunity. In additin, certain rights and respnsibilities are unique in the residential cmmunity: 1. All residents have the respnsibility t read and understand the Husing & Dining Cntract, Student Cde f Cnduct, and General University Plicies. 2. All residents have the right t live in an area which is clean, prperly maintained and free frm damage. 3. Each resident shares equally the respnsibility fr maintaining the cnditin f these areas, including taking persnal trash r refuse t apprpriate lcatins r recycling statins. 4. All residents have the pprtunity t enjy increased independent living pprtunities as they prgress thrugh the residential envirnment. Thse living in Special Interest Husing, Frd Street Apartments and suites are expected t maintain and regularly clean their persnal bathrms, kitchens, and living rms/cmmn areas. 5. All residents have the right t maintain their living arrangements withut interruptin by excessive nise frm ther areas f the cmmunity. 6. All residents have the respnsibility t adhere t the laws f New Yrk State and Federal laws cncerning alchlic beverages and ther drugs, in additin t the University s Substance Use & Abuse Plicy. 7. Rmmates have equal vice in determining the private activities f the rm, and ne rmmate s rights must nt infringe upn the ther rmmate(s). 8. All residents may have guests and visitrs in accrdance with the Guest Plicy, prvided that n rights f anther resident are infringed upn. All guests, including minr-age guests, must be registered with the residence hall staff. Each resident is respnsible fr the actins f his/her guest r visitr. 9. All University students and their guests are bligated t fllw the rules and regulatins f the University and the residence halls. 10. Students shuld reprt any vilatin f University plicy t a staff member. GUEST POLICY

2 Anyne nt assigned t a particular rm is cnsidered a guest. All guests entering the residence hall after 9:00p.m are required t register with a Residence Life staff member. Guests can be registered by having their hsts bring them t the RA ffice t btain a guest pass. Guest passes are brken dwn int tw types: Evening and Overnight. An evening pass is fr guests visiting the residence hall between the hurs f 9:00 p.m.-12:00 a.m. Sunday thrugh Thursday and 9:00 p.m.-2:00 a.m. Friday and Saturday. Evening guests must return their guest passes t a Residence Life staff member and be checked-ut f the residence hall. An vernight pass is fr guests visiting the residence halls and planning t stay past 2:00 a.m. Failure t register a guest culd result in cnduct actin taken against the hst. Overnight guests may stay n mre than five nights per mnth; and n mre than tw nights cnsecutively, unless permissin is given by the Directr f Residence Life r with explicit permissin given by the hst s rmmate. Guests under the age f 18 must have the permissin f their parent r legal guardian utilizing the Guest Registratin Frm fr Minrs, submitted fr review ne week in advance, in additin t being apprved by the Directr f Residence Life. University staff members have the authrity t deny any guest, revke guest privileges, and deny any residential student the privilege f hsting guests. RESIDENCE HALL GENERAL INFORMATION, POLICIES AND PROCEDURES Access t Residence halls and residence rms by University Persnnel - Residence Life, Public Safety, and Physical Plant staff make every reasnable effrt t respect yur privacy. There are times, hwever, when authrized persnnel may enter yur rm, suite, r apartment. This ccurs under the fllwing circumstances: when either yu r yur rmmate prvide permissin r submit a wrk rder when there is an immediate threat, r reasn t believe that there is a threat, t the health and/r safety f residents r prperty when it is necessary t preserve campus rder, security, r discipline during fire drills and alarms fr purpses f rutine maintenance repairs r inspectins t shut ff unattended lud steres, radis, persistently ringing alarm clcks r telephnes, r ther nise-prducing devices, after attempting t cntact yu r yur rmmate t cnduct semester health and safety inspectins after receiving at least 24-hur ntice by search warrant issued by an agency f the law Please be advised that Residence Life staff members will lck any unsecured drs (frnt drs nly in the suite and apartment cmmunities) fund during the rm/suite/apartment entry prcess. Residents are expected t lck their drs at all times. The Office f Residence Life may cnduct peridic unannunced safety inspectins f yur rm/suite r apartment t ensure that fire-safety equipment is peratinal and that smke detectrs have nt been cvered r disengaged. If yu have reasn t believe that yur rm has been entered, inspected, r searched under cnditins nt cnsistent with the abve statements, cntact yur Resident Assistant r Resident Directr. APPLIANCES N electrical appliances drawing mre than 800 watts r incrprating unshielded heating elements (including but nt limited t htplates, heating cils, taster vens, Gerge Freman type grills, tasters, electric teapts, electric heaters and air cnditiners) may be used in student rms. Cking appliances are nt permitted in residence hall rms with the exceptin f a micrwave r cffee maker with an autmatic shut-ff. ACTIVATING A FIRE ALARM (MALICIOUS) Intentinally activating a fire alarm when there is n safety emergency necessitating the alarm is a criminal ffense and any student fund t have dne s is subject t criminal charges alng with Alfred University s disciplinary actin. ACTIVATING A FIRE ALARM (UNINTENTIONAL) Sme vilatins f plicy result in the unintentinal activatin f the fire alarm, bringing the Alfred Fire Department. In these cases, the vilatin places ur wn cmmunity in danger as well as thse cmmunity members arund us wh may be in serius need f emergency assistance. Therefre, in cases where a plicy vilatin leads t the activatin f a fire alarm, further sanctins will be assessed. Fr example, students wh set ff a fire alarm by smking in their rms will be subject nt nly t the smking plicy sanctins, but als t additinal sanctins listed belw. BLOCKING OF A FIRE EXIT AND PROPPING FIRE DOORS In the case f a fire in a campus building, timely evacuatin f the building is imperative. Therefre, all members f the cmmunity must take care nt t blck the fire exits that make evacuatin pssible (i.e. hallways, entrances, and any area that leads t an utside dr), r prp the fire drs that help cntain a fire. CARELESS COOKING All f the cmmn area kitchens in residence halls are equipped with smke detectrs. The sensitivity f the detectrs is set as lw as allwed by

3 law. Hwever, burnt tast, unmnitred pans f il r butter, pizza bxes in vens, cking in dirty vens, r ther burning fd will set ff the fire alarm and bring the Alfred Fire Department. It is the respnsibility f the persn(s) using the kitchen t ensure that the fd des nt burn r set ff an alarm. In cmmunal living envirnments, if n ne takes respnsibility fr the alarm, each member f the huse/apartment will be held respnsible. The same rules apply t students using micrwaves in their residence hall rms. CONFISCATION When items are fund in student living areas that are nt the students persnal pssessins, r are nt permitted t be in the lcatin in which they are fund, the Residence Life staff will take actin in accrdance with the fllwing prcedures: Remval f University Prperty - Furniture which is identified as University prperty may be remved frm student rms by residence life staff. The student(s) d nt need t be present when University prperty is remved, althugh the University will ntify the student(s). Infrmatin regarding the prperty will be left fr the student at the time it is cnfiscated and returned t its prper lcatin Remval f Prhibited Items - Items which are identified as prhibited may be remved frm student rms by prfessinal residence life staff and/r public safety staff. Prhibited items may include but are nt limited t: candles, incense and/r incense hlders, drugs, illegal drug paraphernalia, [e.g., bngs, hkahs, etc.] weapns, alchl cntainers (empty r nt), kegs, taps, extensin crds, unshielded heating elements (tasters, taster vens), etc. Firearms may nt be cnfiscated by residence hall staff; plice assistance will be requested. Residents need nt be present when the item is remved. Infrmatin regarding the prperty will be left with/fr the student at the time it is taken. EQUIPMENT SIGN-OUT Available equipment varies frm hall t hall. Equipment may include vacuum cleaners, games, athletic equipment, etc. T sign ut equipment, a student must give their ID card t a residence hall staff member. The card is returned t the student when the equipment is returned. FIRE ALARM & FIRE DRILL PROCEDURES At least three fire drills a year are cnducted in each residence hall by the staff t make sure that the equipment is in wrking rder and that students are familiar with evacuatin prcedures. When an alarm sunds, YOU MUST LEAVE THE BUILDING IMMEDIATELY. The New Yrk State Fire Cde requires that a building must be cmpletely evacuated during a fire alarm because yu cannt be sure there is nt a fire in prgress. Yu will be permitted t return t yur rm after the fire department has checked the entire building, reset the alarm system and given permissin t re-enter. HEALTH AND SAFETY INSPECTIONS Inspectins f residence hall facilities are cnducted n a regular basis by Residence Hall Staff t ensure cmpliance with all University plicies and prcedures and lcal health cdes. Authrized representatives f the University will enter residence hall rms at any time t inspect facilities r t plan r carry ut repairs and maintenance. Scheduled, regular inspectins thrughut each semester will be annunced. As indicated in the Husing & Dining Cntract Terms and Cnditins, the University may authrize entrance t a rm withut prir annuncement if cnvinced that a clear and present danger r vilatin f University regulatins exists. KEYS Each student assigned t live in n-campus husing (residence halls, suites, apartments and huses) will receive a rm key. This key is the prperty f the University and may nt be duplicated, exchanged with, r given t anther persn. Students are expected t keep their keys with them at all times, and expected t always lck their rm drs when they are nt present. The rm key will pen the student rm and main utside dr f the residence hall, suite r apartment. Residence Hall keys must be returned t the Office f Residence Life upn check ut f any rm. Failure t d s will result in a lck change fr that rm, and all fees fr that change as described belw, plus an additinal $50 imprper check-ut fee. Mail bx keys must be turned in t the mail rm at the Pwell Campus Center at the end f each academic year and a mail frwarding card cmpleted. Failure t return the mailbx key will result in a $10.00 charge. LOCK OUTS All lck uts will incur a $25 charge applied t the student bill. The lck ut will be recrded and a receipt will be given t the student at the time f the lck ut. LOCK CHANGES A safe living envirnment is a tp pririty fr the Office f Residence Life. The lss r theft f a key is cnsidered a security risk because a fund r stlen key gives anyne access t residence halls and individual student rms. A lst r stlen key will always result in a lck change and is the respnsibility f the student. Lck changes fr crridr-style halls are $70 fr a SINGLE rm. This is $10 fr the student s replacement key, plus an additinal $50 fr a cre change including labr, and $10 fr ne additinal key fr the Office f Residence Life. Lck changes fr crridr-style halls are $80 fr a DOUBLE rm. This is $10 fr the student s replacement key, plus an additinal $50 fr cre change including labr, and $20 fr tw additinal keys; ne fr the rmmate and ne fr the Office f Residence Life.

4 Lck changes fr suites and apartments are a flat $100 fr the TWO OR THREE DOUBLE ROOMS and the FRONT DOOR. This is $10 fr the student s replacement key, plus an additinal $90 fr all cre changes, additinal keys fr rmmates, and keys fr the Office f Residence Life. PAINTING OF STUDENT ROOMS Students may nt paint any residence hall rm. PROHIBITED ITEMS The fllwing items are cnsidered fire hazards and are a vilatin f the Student Cde f Cnduct: Mbiles and decrative hangings (paper r fabric) Psters are permitted in student residence hall rms as lng as they are affixed t the wall and secured n all sides. Psters/pictures/papers can nly cver 25% r less f walls/drs expsed, and must be hung 1' r mre frm the ceiling. Psters/pictures must be securely fastened t the wall but shall nt be versized r in large grupings (n cllages f pictures) String lights Tapestries r any type f fabric suspended frm ceiling r wall Large amunt f cmbustible material (paper etc.) n dr int residence hall rm/suite/apartment Paper lanterns and/r paper lamp shades Extensin crds (nly thse ver current surge prtectrs that are apprved/prvided by Residence Life are permitted) Open flames f any kind Halgen lamps Candles and incense (whether lit r unlit) Electric wax melting units, and plug-in scented il warmers Cut natural trees Bttled gasses Gasline/fuel-fired engines Persnal Furniture (sfa/chair) that des nt meet prper flame spread requirements will nt be permitted in student husing Hver Bards-In light f incidents natinwide regarding hver bards self-igniting and therefre becming a serius fire hazard, as well as imprper r unsafe usage thus causing serius persnal injury, the use and strage f hver bards will nt be permitted in the Residence Halls. A hver bard is defined as any self-balancing tw-wheeled bard, r self-balancing electric scter n which the rider stands. As with any prhibited item, Residence Life staff will take actin in accrdance with the fllwing prcedures: Items which are identified as prhibited may be remved frm student rms by Residence Life staff. Residents need nt be present when the item is remved. Infrmatin regarding the prperty will be left with/fr the student at the time it is taken. POSTING AND DISTRIBUTION OF PRINTED MATERIAL IN RESIDENCE HALLS All printed materials (psters, invitatins, etc.) that are t be psted r distributed in residence halls MUST BE APPROVED by the Directr f Residence Life and stamped befre distributin. Recgnized student grups may receive apprval/stamp frm the Directr f Student Activities. QUIET AND COURTESY HOURS Quiet may be defined as being unable t hear any nise frm a rm, apartment r suite with a clsed dr. exist fr quiet urs within each residence hall: The fllwing minimal guidelines Sunday Thursday: 10:00 p.m. 8:00 a.m. and Friday Saturday: 12:00 a.m. 10:00 a.m. Curtesy Hurs are always in effect, which means that nise shuld nt be a disturbance t thers It is expected that residents cmply with any reasnable request frm fellw cmmunity members, residence life r public safety staff regarding curtesy hurs. Nte: During exam perids, cntinuus 24-hur quiet hurs are in effect. ROOM CHANGE PROCEDURES Residents wh wish t change rms must file a Rm Transfer Request frm with their Resident Directr. Rm changes may nt ccur until after the first tw weeks f classes, regardless f semester. Any changes in rm assignments must be requested f, and apprved by, the Office f Residence Life based upn the Rm Transfer Request frm. Thse requesting a space currently nt available will be placed n a waiting list. Assignments will be made in rder f the waiting list. ROOM CONDITION REPORT A Rm Cnditin Reprt (RCR) will be cmpleted by bth a residence hall staff member and each resident at the time the student mves int a rm. It is the respnsibility f each individual student t assist in the filling ut f a RCR and t indicate certificatin f the accuracy f the cmments by signing the frm in the apprpriate place. The purpse f the frm is t nte any defects r damages present when a student mves int a rm which are nt that student s respnsibility. Each resident f the rm, suite r apartment shuld understand that reasnable care is expected with regard t the rm, suite r apartment and its furnishings, and that it is incumbent upn the resident t reprt any damages r lsses t their Resident Assistant (RA) as they ccur. At the end f the schl year, r when a student vacates a particular rm in the case f a rm change r early departure, the RA will nte any changes r

5 damages in the rm using the same criteria used at the beginning f the year. Each resident will be held respnsible fr any damages t the rm and its furnishings; rmmates will be held jintly respnsible fr any damages unless individual respnsibility is clearly established prir t checkut. The student will again have the pprtunity t review this. N charges, hwever, are applied until reviewed by the Resident Directr. SOCIAL EVENTS IN RESIDENCE HALLS Students wh wish t hld a scial event in the residence halls may d s with the prir apprval f the resident directr. Such apprval is necessary when the numbers f guests in the rm, suite, r apartment increase t such an extent that the activities in that rm interfere with ther resident s rights and fr fire safety cncerns. STORAGE In cmpliance with State and lcal fire cde regulatins, strage is nt available in the residence halls. This includes strage between academic sessins, e.g. semester, summer sessin, r therwise; even fr ne week r a few days. Students must cntract with lcal strage facilities t accmmdate their strage needs. TAMPERING WITH FIRE SAFETY EQUIPMENT All fire safety equipment n campus is vital in the case f an emergency, and therefre tampering with fire safety equipment in any way is strictly prhibited. Tampering with fire safety equipment includes, but is nt limited t: mving r remving fire extinguishers, signs, and ples; unnecessarily discharging a fire extinguisher; marking n r cvering fire safety signs; r hanging anything frm a sprinkler system, including all pipes and sprinkler heads. Tampering with any fire prtectin equipment is a criminal ffense. Cvering, remving, and/r damaging the heads f smke detectrs is extremely dangerus. In the event f a fire in a residence hall rm, the smke detectr engages ur autmatic Fire Alarm System. If a fire were t break ut in a rm with a cvered r damaged smke detectr, the fire wuld likely grw t an unmanageable size befre it was detected. If a smke detectr in a cmmn area r shared rm is disabled, and n ne takes respnsibility fr the act, each member f the huse/apartment will be fund respnsible and all ccupants will be assessed the sanctins, regardless f wh tampered with the smke detectr. VENDING MACHINE REFUNDS Students requesting refunds frm sda and snack vending machines lcated in the residence halls may d s at the Pwell Campus Center.
