N plan can prvide directin fr each specific circumstance which may develp. Hwever, these guidelines serve as a general framewrk which shuld be evaluated as a curse f actin as similar situatin arise. In the event f an emergency, it is anticipated that adhering t the general steps develped in this guide will maximize the pprtunity fr the safe prtectin and, if necessary, rderly evacuatin r relcatin f all ccupants. Safety f building ccupants is the primary cncern f any emergency plan. The preservatin f the building and cntents in secndary. The success f the university cmmunity t prevent r respnd t accidents requires a team effrt by administratin, faculty, staff and students. The material cntained in this Quick Reference Guide is cndensed frm the UTA Emergency Respnse Plan Manual. The manual cntains additinal infrmatin cncerning respnse t certain unplanned events which may threaten the university cmmunity. The manual als cntains prcedures develped t assist the university cmmunity in cmplying with safety and envirnmental requirements f federal, state and lcal regulatry authrity. The safety manual and this Quick Reference Guide are standard t the university, as a general guideline. Certain prcedures must be develped t be specific t the particular envirnment in which they are applied. These specific prcedures shuld be develped within wrk grups and included in the safety manual ntebks maintained at wrk sites. These prcedures must then be made available in the wrkplace r classrm. Cpies f the safety manual ntebk are distributed t department chairs, department heads and supervisrs; and are available in wrk areas fr review in its entirety. 1

Call and be prepared t relay the exact physical street address: Example: There is a fire at the UTA campus in the main library at 702 S. Cllege. 2. STAY CALM Authrized Emplyees: * Use fire extinguisher nly if yu have been trained and the fire is small. 4. Once yu are safe and immediate emergency prcedures have been fllwed, ntify the UTA Plice Department ADDITIONAL FIRE SAFETY INFORMATION IS AVAILABLE IN THE UTA CAMPUS SAFETY PLAN. 6 The University f Texas at Arlingtn Plice Department Nn-Emergency: Emergency: EVACUATION PROCEDURES The fllwing prcedures are presented as general guidelines. Each building and wrk area shuld establish prcedures specific t the facility t ensure safe evacuatin f emplyees, students, and visitrs. WHEN TO EVACUATE In the event f a fire alarm, cmplete evacuatin f the building will be IMMEDIATE AND MANDATORY. Fr ther emergencies that may require partial r ttal evacuatin, Plice r ther respnsible authrity will ntify yu. The methd f NOTIFICATION f an evacuatin will be identified and included in the evacuatin plan. EVACUATION ROUTES Evacuatin alarms r ntificatin methds fr this lcatin shuld be listed n page 21 f this guide. Primary evacuatin rutes fr each flr f each building will be the nearest safe stairwell. Elevatrs shuld nt be used fr evacuatin. They may becme inperative r a smke hazard may develp. All ccupants shuld be familiar with the evacuatin rutes, which are psted n each flr. Evacuees shuld meet at designated areas fr accunting reasns. Assembly pints t be used during an evacuatin will be identified and included in the facility evacuatin plan. Assembly pints and ther instructins fr this lcatin shuld be listed n page 21 f this guide. 5

7 The University f Texas at Arlingtn Plice Department Nn-Emergency: Emergency: TOTAL EVACUATION If a cnditin exists that requires ttal evacuatin f the building, the fire alarm shuld be used fr ntificatin. In buildings withut a standard fire alarm system, a vice alert will be used t alert ccupants. METHOD OF EVACUATION Evacuatin shuld begin with thse persns nt requiring assistance. This avids the pssibility f the disabled being injured. Psitin persns with disabilities near a safe stairwell farthest frm danger. If pssible, designate ne persn t stay with disabled and anther t ntify emergency respnders f their lcatin. Elevatrs will nt be used during an emergency evacuatin. Flashlights r emergency lights will be useful in case f electrical pwer failure. Occupants will prceed t the nearest stairwell in an rderly manner, staying t the right side f the stairs and exiting the building n the grund flr. Clse ffice drs and windws as yu leave. Occupants shuld be infrmed t take persnal items nly if there is time. Occupants shuld remain quiet in the evacuatin prcess in rder t hear directins. BOMB THREAT EVACUATION If the evacuatin is due t a bmb threat, be alert t make nte f any unusual packages that may be in r near yur ffice area. D nt tuch the package but reprt it t authrities immediately. 6

Occupants nt accunted fr will be submitted t the fire fighters as missing. Occupants will prceed t the area utside identified as the assembly area. This will allw fr an accunting f persnnel that have been evacuated frm the building. All persnnel shuld fllw instructins given by thse in charge. D nt return t an evacuated building unless authrities give the ALL CLEAR designatin. Instructrs and supervisrs shuld make an accunting f ccupants frm their respective area. EVACUATION PLANS FOR PERSONS WITH DISABILITIES See UTA Campus Safety Plan. Develp an evacuatin plan fr each building t meet specific cnditins and existing needs, and place it n page 22 f this guide. Areas f Refuge shuld als be identified. Instructrs and staff are respnsible fr aiding disabled persns. Special instructins fr this lcatin shuld be listed n page 21 f this guide. 7

11 The University f Texas at Arlingtn Plice Department Nn-Emergency: Emergency: MAJOR MEDICAL EMERGENCIES MEDICAL EMERGENCIES Actin shuld be taken in cases f life threatening situatins such as: A persn being uncnscius; Having cardiac arrest; Severe bleeding r chking. Attempts shuld be made t assist the victim. Upn bservatin f the medical emergency, take the fllwing actins: If yu are able, render first aid / CPR r btain assistance f smene wh is accessible and willing t manage the situatin. Call r have smene call (9) r EMS. State the nature r type f emergency. Give the lcatin f building (including address), flr, and rm. Identify the persn and any ther pertinent infrmatin, which may help prepare the respnders: Age Sex Symptms victim is exhibiting Pre-existing health cnditin(s) Medicatin(s) the victim may be taking Stay with victims until emergency persnnel arrive Cntact the UTA Plice ( ) wh may assist respnding emergency agencies. UTA Plice will prepare a reprt f the incident and frward t EH&S. 10

MEDICAL EMERGENCIES AND INJURIES (GENERAL) Injuries that are nt life threatening, but have ccurred n University prperty First aid shuld be prvided within the scpe f knwledge and skill by anyne wh is readily accessible and willing t manage the situatin. Cntact the UTA Plice ( ). If necessary, UTA Plice will assist the injured persn and cntact EMS if transprt t a hspital is required. University persnnel will nt prvide persnal transprtatin fr the injured r ill persns, Call EMS (9) 9-1-1, and UTA Plice ( ). A written reprt will be made by the UTA Plice fr any injury that ccurs n University prperty. Instructrs shall submit a reprt t their department chair cncerning circumstances f student injuries ccurring in class activities. Initial reprts shuld be frwarded t the administratr immediately respnsible fr instructinal r peratinal prgrams fr apprpriate distributin. 11

13 The University f Texas at Arlingtn Plice Department Nn-Emergency: Emergency: DISRUPTIVE OR DISORDERLY CONDUCT Incidents invlving cmplaints f minr miscnduct by students, visitrs, r ther nn-emplyee individuals shuld be initially reslved by faculty / staff persnnel when pssible. The cllege dean r ther supervisr n duty shuld be respnsible fr assisting faculty / staff persnnel if they are unable t immediately reslve the incident / cmplaint. UTA Plice will respnd t cmplaints / incidents if the situatin r cnduct warrants plice interventin. Factrs which might indicate plice invlvement may include vilatins f the law and anther s cnduct which has escalated beynd the capabilities f the faculty r staff. UTA Plice shuld be called by any student, faculty, r staff member immediately when cnduct may endanger persnal safety r prperty. Anyne having knwledge that an armed persn is present n campus shuld immediately alert the UTA Plice f the situatin. ( ) 2. Be prepared t prvide the fllwing infrmatin: Lcatin f the armed persn and a descriptin f the persn (hair clr, clthing descriptin) Hw is the persn armed (e.g. rifle, pistl, knife)? Actins f the armed individual, r if knwn, their purpse. Whether r nt any shts have been fired. Yur name and where yu can be lcated if needed. TEXAS HANDGUN LICENSING LAWS DO NOT PERMIT THE CARRYING OF HANDGUNS IN UNIVERSITY BUILDINGS. (TEXAS PENAL CODE: SECTION F. Places Weapns Prhibited.) 3. After ntifying the plice f the situatin: Unless therwise directed, persns n campus shuld remain in their ffice r classrm with drs and windws clsed and lcked, if pssible. If there is danger f shts being fired r if shts have been fired, all persns shuld lie n the flr as far frm the drs and windws as pssible, using large furniture (e.g. desks r filing cabinets) fr prtectin. Individuals shuld remain in a place f safety until ntified by Plice r Fire persnnel that the danger has passed. The fire alarm system may be used t make such an annuncement. 4. UTA Plice shuld be cntacted by any student, faculty, r staff member immediately when cnduct may endanger persnal safety r prperty. 13

16 The University f Texas at Arlingtn Plice Department Nn-Emergency: Emergency: BOMB THREAT PROCEDURES In the event yu are cntacted by phne regarding a bmb threat, these steps shuld be fllwed: 1. Remain calm, listen and take ntes. 2. Remember what yu hear. 3. Keep the caller talking while yu ntify smene near yu that yu are n a bmb threat call and t call the UTA Plice. ( ) 4. If the call is received n a telephne instrument with Caller ID display RECORD THE DISPLAYED NUMBER. 5. Try t get as much infrmatin as pssible questins shuld include: a. When is bmb ging t explde? b. Where is the bmb? c. What des it lk like? d. What kind f bmb is it? e. What will cause it t explde? f. Did yu place the bmb? g. Why? h. Where are yu calling frm? i. What is yur address? j. What is yur name? 15

Excited / Quiet / Calm e. Educatin Level f. Accent 7. Listen fr backgrund nises, such as railrad, streets, and/r aircraft. 8. Immediately cntact the UTA Plice ( ). 9. D nt discuss the call with anyne but apprpriate authrity in charge t prevent alarming thers. 10. The UTA Plice will cntact all ther agencies and University persnnel wh may assist with the incident, regardless f the validity f the threat. 11. Prcedures t be implemented will be based n the cntent f the bmb threat and curse f actin selected by the authrities. D nt sund any alarm Decisin fr the type f respnse prcedures will be made by the UTA Plice and University authrities. If evacuatin plan is implemented, prcedures utlined in the sectin Evacuatin Prcedures will be fllwed. If the evacuatin is due t a bmb threat, be alert t make nte f any unusual packages that may be in r near yur ffice area. D nt tuch the package, but reprt it t authrities immediately. 16

18 The University f Texas at Arlingtn Plice Department Nn-Emergency: Emergency: SUSPICIOUS MAIL / MAIL BOMBS The emplyee discvering the suspicius letter r package will ntify the UTA Plice ( ). Mail bmbs may have excessive pstage. Nrmally a bmber des nt want t mail a parcel ver the cunter and have t deal face-t-face with a windw clerk. The return address may be fictitius r nn-existent. The pstmark may shw a different lcatin than the return address. Mail bmbs may bear restricted endrsements, such as Persnal r Private. This is particularly imprtant when the addressee des nt usually receive persnal mail. Mail bmbs may display distrted handwriting r the name and address may be prepared with hmemade labels r cut-andpaste lettering. Parcel bmbs may be unprfessinally wrapped with several cmbinatins f tape used t secure the package and may be endrsed Fragile Handle with Care r Rush D nt Delay. Letter bmbs may feel rigid r appear uneven r lpsided. Package bmbs may have irregular shapes, sft spts, r bulges. Mail bmbs may have prtruding wires, aluminum fil r il stains and may emit a peculiar dr. Be suspicius f any letters r packages arriving befre r after a phne call frm an unknwn persn asking if the item was received. Packages wrapped in string are autmatically suspicius, since mdern packaging materials have virtually eliminated the need fr twine r string. If yur rganizatin des nt nrmally receive mail frm freign surces, be cautius f packages cntaining freign writing, addresses r pstage. Nte: T utilize these guidelines, it is imprtant t knw the types f mail yur rganizatin receives. 17

19 The University f Texas at Arlingtn Plice Department Nn-Emergency: Emergency: If yu becme suspicius f a mailing and are unable t verify the cntents, bserve the fllwing safety precautins: 1. DO NOT pen the article. 2. Islate the suspect parcel and evacuate the immediate area. 3. D nt put the article in water r in a cnfined space, such as a desk drawer r cabinet. 4. If pssible, pen windws in the immediate area t assist in venting ptentially explsive gases. If it is a letter that is un-pened: 1. D nt shake r empty the cntents. 2. Gently cver the envelpe with a trash can r article f clthing. 3. Wash yur hands with sap and water t prevent spreading any pwder. 4. Call the UTA Plice Department ( ) and EH&S ( ). 5. Leave the rm and clse the dr. D nt allw thers t enter the rm and list all persnnel that may have cme in cntact with the package. If it is a letter that is pen with pwder r pwder spilling ut f the package: 1. D nt try t clean up pwder. 2. Cver the envelpe r package with anything. Gently lay clthing r paper r even a trash can ver the package. 3. Wash hands with sap and water t prevent spreading f any pwder. 4. Call the UTA Plice Department ( ) and EH&S ( ). 5. List all persnnel wh were in the rm r area, especially thse wh had actual cntact with the pwder. Give this infrmatin t the UTA Plice Department. 6. If yu have had direct cntact with the pwder, yu will be given a change f clthing and a safe place t change. Yur clthing will be taken fr prper handling by EH&S. 7. Once released, shwer as sn as pssible with sap and water nly. If yu have any reasn t believe a letter r package is suspicius, d nt take a chance r wrry abut pssible embarrassment if the item turns ut t be inncent. Cntact the UTA Plice ( ) immediately. They wuld rather respnd t a false alarm than respnd t a blast r cntaminatin scene. 18

20 The University f Texas at Arlingtn Plice Department Nn-Emergency: Emergency: DURING NON-BUSINESS HOURS INCLEMENT WEATHER In the event that weather r ther cnditins are such that nrmal campus peratins culd be impeded, the Vice President fr Student Affairs / Dean f Students will be respnsible fr determining whether classes will be cancelled r delayed and if University ffices will be clsed r pened late. Such infrmatin will be prvided t the lcal bradcast media by the Office f Public Affairs, nrmally n later than 6:30 a.m. Infrmatin may als be btained by calling , r by watching TCI Arlingtn s Channel 98. The news media will nrmally nly make annuncements cncerning clsings. In the absence f a specific annuncement curtailing activities, the faculty, staff, and students shuld assume nrmal peratin f the University. If a decisin is made t clse the University, certain critical areas shall be required t cntinue peratins. The areas are: University Plice All emplyees reprt t regular shifts. Physical Plant Emplyees designated by the Directr will reprt fr wrk. Husing and University Center Emplyees designated by the Directr will reprt fr wrk. Any ther area deemed critical by an apprpriate administrative fficer. 2. DURING BUSINESS HOURS If classes are in sessin and ffices ccupied, the ntificatin will be made thrugh the Office f Public Affairs via r ther frms f ntificatin. Ntificatin will be made t the UTA Plice Department Cmmunicatin Center at

Such as: Discnnect all electrical equipment, cmputers, TV, VCR, science equipment. Mve delicate r electrical equipment away frm windws tward the interir walls t the extent pssible. Secure, clse, and lck windws and drs when leaving and turn ff all lights. 3. TORNADO Trnads give little r n advance warning. Extreme and sudden winds can present similar hazards. Take precautins upn ntificatin f trnadic-like weather. Seek shelter inside buildings r ther secure lcatins. Avid glass and expsure t flying debris. Occupants shuld mve t the main r lwer flr as quickly as pssible. If time des nt allw fr mvement, shelter in place away frm windws and under prtective items such as tables r desks. Hallways and stairwells away frm glass are als acceptable shelter areas. Once individuals have reached shelter, they shuld sit n the flr with their hands n their heads and their heads in a dwn psitin. Try t stay as lw as pssible. Once the hazard has stabilized, exit frm the building t the evacuatin assembly pint, as in the evacuatin plan. 20
