Since special use areas vary widely in functin there are n minimum sizes, but special use areas must be large enugh t accmmdate the intended use. Amenities may include children s playgrunds, plazas, picnic areas, and special features. Neighbrhd and cmmunity parks will be supplemented by ther recreatinal resurces, such as reginal parks, special use areas, natural areas and greenbelts. These park types will serve the entire cmmunity and, t the extent pssible, will be gegraphically lcated and linked t ther parks s that they are accessible t mst residents. Every park will be cnnected t every ther park by a green circulatin system f greenbelts, bikeways, streets and transit. Open space als includes agricultural lands whse fee title r develpment rights are privately wned when such private land is cntained with the UATA. Sme examples f pen space include the UATA (which culd be publicly r privately wned), lands secured thrugh the Farmland Preservatin Ordinance, and the Suth Frk Preserve. The land within ne mile f the landfill and sewage treatment facilities is designated Open Space fr Public Health and Safety. Examples include the cmbined use f drainage facilities as habitat areas; the prmtin f native vegetatin and integrated pest management in urban landscaping; the Davis Wetlands and Suth Frk Preservatin prjects; the farmland preservatin rdinance; and the neighbrhd greenbelt netwrk. Within urban pen space areas, prvide habitat elements (e.g. rsting trees, nesting trees, etc.) fr birds, such as sngbirds, hawks, wls, and fr ther wildlife as apprpriate. The bilgical study shall be prepared as a requirement f the envirnmental assessment f a given prject unless the City s Planning Directr determines, based n previus studies r ther evidence, that the site s current state wuld preclude the finding f sensitive resurces. Agricultural use r plwing f a site des nt eliminate the prbability f sensitive resurces. Such studies, when required, shall include: surveys and mapping f special-status plants and wildlife during the apprpriate identificatin perids; mapping and quantificatin f sensitive habitat lss; and Delineatin and quantificatin f waters f the U.S., including vernal pls, swales, alkali wetlands, seasnal wetlands, and ther wetlands shall be dne using the current USACE wetland delineatin manual. If a bilgical study f a site determines the presence f sensitive bilgical resurces, the prject prpnent will retain a qualified bilgist, apprved by the agency(s) with regulatry respnsibility, t mnitr cnstructin activities in sensitive bilgical resurce areas. Sensitive bilgical resurces lcated in r adjacent t the cnstructin area will be prtected by placing range cnstructin barrier fencing, r stakes and flags, including buffer zne ( where apprpriate and depending n the type f resurce). Adjacent resurces that may require prtectin include ak wdland, riparian wdland and scrub vegetatin, drainages, vernal pls and swales, ther wetlands, native grassland, special-status species ppulatins, and elderberry shrubs.
