1 Oil, Prpane, Municipal Electric Public Gas /Electric Utility FY 2018 New Jersey Hme Perfrmance with ENERGY STAR ELIGIBLE MEASURES (Fr Prgram fiscal year July 1, 2017 t June 30, 2018) Hme Perfrmance with ENERGY STAR is designed t transfrm the way energy efficiency services are delivered t existing 1-4 family hmes and lw-rise multifamily buildings. T qualify fr cash incentives and financing ptins ffered thrugh the Prgram, all materials and equipment must be purchased new and the energy efficiency imprvements must be cntracted with a BPI GldStar cntractr participating in the Prgram and must meet r exceed the minimum efficiency requirements as specified belw. All prjects must include at least attic air sealing and insulatin, if required as defined belw fr each dwelling unit. 2 QUALIFIED ACCESSORIES The csts assciated with the installatin f qualified accessries fr Eligible Measures are eligible fr incrpratin int financing ffered thrugh the Prgram. These csts can als be included in the prtin f the wrk scpe being incentivized thrugh the Hme Perfrmance wrk scpe subsidy. Qualified Accessries are nly eligible when installed as part f the installatin f an assciated Eligible Measure under the HPwES Prgram. Qualified Eligible Accessries Include: hydrnic distributin parts, advanced biler cntrls, ductwrk, grills, diffusers, chimney liners, mechanical air cleaners, gas piping, and prgrammable thermstats as part f an installatin f an assciated eligible DHW r central HVAC system (e.g. hydrnic parts with an eligible biler) installed as part f the HPwES wrk scpe. Recessed light fixtures that are ICAT Rated and ENERGY STAR qualified and cverable/sealable pull-dwn stair kits t replace rigid attic ladders are eligible as part f an eligible attic flr insulatin upgrade. Service cntracts, extended warranties, the initial assessment, and permits, are eligible fr incrpratin int financing and subsidies ffered thrugh the Prgram. HEALTH & SAFETY MEASURES The first $2,000 f csts assciated with any cmbinatin f the fllwing Health and Safety Measures is eligible fr incrpratin int the wrk scpe fr Tier 2 r Tier 3 prjects. Smke, Radn, r Carbn Mnxide Detectrs. Repairs/upgrades t cmbustin venting systems and pwer venting kits, measures t prvide sufficient cmbustin air and prevent Cmbustin Appliance Zne (CAZ) depressurizatin, spillage r inadequate draft. Radn, lead, r asbests abatement necessary t install eligible measures. Electrical service upgrade necessary t install the new heating/cling unit. Upgrade f knb and tube wiring in rder t install insulatin in the area where knb & tube is present nly. Crawlspace vapr barriers - installed in accrdance with IECC 2015 R , grading arund fundatin and gutter repairs t address water intrusin; and attic passive ventilatin. Fuel line leak repairs - Permanent repairs, des nt include il tank leak repairs r replacement. The cst f an il tank remval when included with an eligible heater replacement f an il heater. Clthes dryer semi-rigid r rigid metal vented t utdrs. Exhaust ducts R7 insulatin in unheated spaces & pitched up t utdrs. ENERGY STAR dehumidifier t cntrl surce misture. FY2018 HPwES INCENTIVES - Single Family & Twnhuse Prjects: INCENTIVE TIER REQUIREMENTS CUSTOMER INCENTIVE Tier 1 Energy audit nly N incentives Tier 2 Tier 3 at least 5% but less than 20%. Must install air sealing, must add 6 inches insulatin t existing attic insulatin when <7 inches** and must address any health/safety issues. May als install additinal insulatin, duct sealing, duct insulatin and water heater measures frm the Eligible Measures List. Heating and A/C equipment is nt eligible. Level 1. at least 20% but less than 25%. Must install air sealing, must add 6 inches insulatin t existing attic insulatin when <7 inches** and must address any health/safety issues. May include additinal measures frm the Eligible Measures List. Level 2. at least 25%. Must install air sealing, must add 6 inches t existing attic insulatin when <7 inches** and must address any health/safety issues. May include additinal measures frm the Eligible Measures List. Cash rebate f 50% f the csts f the measures used t calculate TES up t $2,000. 0% financing, 7-year term, up t $5,000 where a utility financing ffer is unavailable.* Cash rebate f 50% f the csts f the measures used t calculate TES up t $3,000. Eligible Measures: The nly measures that may be included in a wrk scpe, be applied tward TES calculatins and be eligible fr incentives are thse that 1) are listed n and meet the requirements f the HPwES Eligible Measures dcument, 2) are apprved by the NJ Clean Energy Prgram and 3) are prpsed t be prvided and installed by a HPwES Participating Building Perfrmance Institute (BPI) GldStar cntractr. A Participating BPI cntractr may subcntract all r a prtin f their cntracted wrk scpe t any cntractr that has the requisite BPI certificatin(s) fr the wrk being perfrmed r t any cntractr if the Participating BPI cntractr has the requisite BPI Page 2 f 5 07/01/17

3 certificatin(s) and versees the wrk being perfrmed. The cntract f the full wrk scpe submitted t the NJ HPwES Prgram is required t be cntracted directly with the Participating BPI cntractr submitting the prject t the prgram in rder t be eligible fr incentives. Any prtin f a wrk scpe that the custmer has agreed t pay t a subcntractr r any ther entity directly is nt eligible fr Prgram incentives. All payments must be made t the participating HPwES cntractr. New Jersey Hme Perfrmance with ENERGY STAR Prgram Custmer Eligibility All custmers and prjects must meet all applicable requirements as listed belw fr Prgram and incentive eligibility. Eligibility by Fuel Type Each fiscal year a prtin f the State Energy Prgram (SEP) funds are allcated fr il/prpane/municipal electric (OPM) custmers under the NJ HPwES prgram. When/if these funds are depleted, the SEP-funded Hme Perfrmance with ENERGY STAR incentives are n lnger available; cntractrs need t check the Clean Energy Prgram (CEP) website fr funding availability. When SEP funds are depleted, nly custmers served by r cnverting their heat fuel t a natural gas r electric investr-wned utility (IOU)** are eligible t participate in the Prgram fr cash-back incentives and 0% interest financing. Investr-Owned Utility (IOU) Natural Gas r Electric Eligibility Requirements Custmers are required t have an IOU accunt t validate Prgram eligibility f the prject. All NJ HPwES prjects are required at a minimum t include air sealing and insulatin with pre & pst blwer dr testing. If there are any safety issues that preclude blwer dr testing, the issue must be reslved befre prject is eligible fr participatin. Each single-family unit may include a 25% cfm50 reductin, r 1,000 cfm50 (whichever is less) reductin twards the ttal energy savings calculatins. A twnhuse is a single-family dwelling unit cnstructed in grups f three r mre attached units in which each unit extends frm fundatin t rf and with pen space n at least tw sides. In buildings f 2 t 4 dwelling units, each unit that has separate fuel metering (i.e. a separate electric meter, natural gas meter, and/r prpane r il tank) and separate HVAC and DHW systems, and can be tested individually with pre & pst blwer dr are eligible fr participatin as a single unit. Any units that share fuel metering, HVAC, r DHW system, r cannt be separately tested with pre & pst blwer dr are eligible fr participatin as ne cmbined unit. The whle building is eligible t include up t a 25% cfm50 reductin, r 1,000 cfm50 (whichever is less) tward ttal energy savings calculatins. If the building is dne as separate prjects, each prject is eligible t include the savings abve divided equally by number f units in the building. Fr example: a building f 4 units with tw units sharing a heating system, with the ther tw units meeting the separate requirements abve, the prject is eligible as 3 prjects and each may include the savings fr 333 cfm50 reductin. Multi-Family Eligibility Requirements The EPA has determined that small multi-family (MF) building develpments may participate in HPwES. The NJ HPwES prgram defines eligibility as buildings that are less than three stries high, have single wnership, and where ttal building energy usage is accessible (thrugh individual metering f the units within the multi-family structure, r a master meter at the building), with a primary heating fuel f natural gas, electric, il r prpane. Fr the purpses f the New Jersey Hme Perfrmance with ENERGY STAR prgram, a multi-family building is eligible t participate in the prgram if it is made up f five r mre dwelling units in a single building, r multiple buildings (each with five r mre units), within a single gegraphic bundary and with a single prperty management structure, but n mre than three stries high and with energy 1 NJ IRC R202: Twnhuse: A single-family dwelling unit cnstructed in a grup f three r mre attached units in which each unit extends frm fundatin t rf and with pen space n at least tw sides Page 3 f 5 07/01/17

4 usage data available at the individual unit r at a building level (as ppsed t sites with tw r mre buildings heated by a central heating plant r serviced by a cmmn utility meter). Multi-family facilities that d nt meet this criteria fall int the Cmmercial & Industrial (C&I) prgram fr Energy Efficient measures. Each unit is eligible t include a reductin in air leakage tward the ttal energy savings calculatins based n 1,000 cfm50 x the number f units with an attic space directly abve, divided equally by the number f units in the building. Fr example: a building with 6 units with an attic space and a ttal f 14 dwelling units: 6,000/ 14 = 429 cfm50 per unit.
