2 February 14, Origin Staff Report n 217, a review of the Fire nsurane Grade was arried out by the Fire Underwriters Survey (FUS) on the City of Rihmond. The FUS is a national organization that represents more than 85 per ent of the private setor and asualty insurers in Canada. Fire Underwriters Survey provides data to program subsribers regarding publi fire protetion for fire insurane statistial and underwriting evaluation. The FUS offies maintain data from surveys on fire protetion programs for all inorporated and uninorporated muniipalities aross Canada. The results of these surveys are used to establish the Publi Fire Protetion Classifiation (PFPC) and Dwelling Protetion Grade (DPG) for eah ommunity. The PFPC and DPG are used by underwriters to determine fire insurane priing and the amount of risk they are willing to assume in a given ommunity or setion of a ommunity. The overall intent of the grading systems is to provide a measure of the ability of protetive failities within a ommunity to prevent and ontrol major fires that may be expeted to our. The last time this survey was onduted was in the year 2 (the year 2 FUS) at whih time the rating was PFPC 3 and DPG 1. The year 2 FUS was used to guide Rihmond Fire Resue (RFR) in the ontinuous improvement of their effiieny and effetiveness. n the fourth quarter of217, the Fire Underwriters Survey onduted a follow up survey; these surveys are expeted to our more regularly in the future. This report supports Counil's Term Goal #1 A Safe Community: Definitions Maintain emphasis on ommunity safety to ensure Rihmond ontinues to be a safe ommunity. Classifiation Standard for Publi Fire Protetion (CSPFP): The method used to review the levels of publi fire protetion is alled the Classifiation Standard for Publi Fire Protetion. The results of the review are related to subsribers through the Fire nsurane Grading ndex (web-based appliation). Results are summarized using two grading systems: the Publi Fire Protetion Classifiation (PFPC) system and the Dwelling Protetion Grade (DPG) system. Publi Fire Protetion Classifiation (PFPC): A numerial grading system saled from 1 to 1 is used by Commerial Lines underwriters. Class 1 represents the highest grading possible and Class 1 indiates that little or no fire protetion is in plae. The PFPC grading system evaluates the ability of a ommunity's fire protetion programs to prevent and ontrol major fires that may our in multi-family residential, ommerial, industrial, institutional buildings and ourse of onstrution developments

3 February 14, Dwelling Protetion Grade (DPG): The DPG is a numerial grading system saled from one to five used by Personal Lines underwriters. One is the highest grading possible and five indiates little or no fire protetion being present. This grading reflets the ability of a ommunity to handle fires in small buildings. Commerial Lines: A distintion marking property and liability overage for business or entrepreneurial interests (inludes institutional, multifamily residential and all buildings other than detahed dwellings that are designated single family residential or duplex) as opposed to Personal Lines. Personal Lines: nsurane overing the liability and property damage exposure of private individuals and their households as opposed to Commerial Lines. This typially inludes all detahed dwellings that are designated single family residential or duplex. Analysis The Fire Underwriters Survey finds Rihmond to be a ity with a high frequeny of fire events whih is defined as 5 fires per year or greater. The British Columbia Offie of the Fire Commissioner defines a reportable fire as "All fires that ause damage to property, injuries or fatalities, or whih require fire department resoures to suppress. " Rihmond Fire-Resue (RFR) has studied the ausation of fires within Rihmond and found that the rnaj ority of fires are aused by ooking and smoking. RFR has launhed an aggressive publi eduation program informing the publi of the dangers of horne ooking fires and the perils of disarding smoking materials inorretly. The Fire Underwriters Survey proess for determining the Fire nsurane Grades is as follows: Risk Assessment- sets the benhmark levels of fire risk and distribution of fire risk throughout the ommunity. The risk assessment lays the foundation for determining resoure and distribution needs; Fire Department- available fire department suppression resoures ontribute approximately 4 per ent to the final PFPC; Water Supplies- available water supplies ontribute approximately 3 per ent to the final PFPC; Fire Safety Control- available fire prevention resoures ontribute approximately 2 per ent to the final PFPC; and Emergeny Communiations - emergeny ommuniations ontribute approximately 1 per ent to the final PFPC. The FUS report from the year 2 gave signifiant diretion to RFR in the areas of development to ahieve an improved Fire nsurane grading. As a result, the Fire Chief reated aspirational goals to move RFR from the PFPC 3/ DPG 1 to the PFPC 2/ DPG 1 rating

4 February 14, The 217 results of the FUS for the City of Rihmond show an improvement in the levels of publi fire protetion in the City. As a result the Publi Fire Protetion Classifiation (PFPC, Commerial strutures) for the City has improved from a PFPC 3 to a PFPC 2 (based on a 1-1 sale, 1 being the best) while maintaining the highest sore of 1 for the Dwelling Protetion Guide (residential protetion). The FUS of 217 shows that RFR was able to determine, from the year 2 FUS, whih areas of improvement had the best effet on inreasing effiieny and effetiveness. The below improvements diretly led to the improved Fire underwriters Survey sore: 1. Design, Maintenane and Condition of Apparatus (Fire Truks) 99 per ent sore in 217; 2. Equipment inventories, Hose inventory level and ondition 1 per ent sore in 217; 3. Training and Qualifiations 1 per ent sore in 217; 4. Fire ground operations 1 per ent sore in 217; 5. Reord keeping 99 per ent sore in 217; 6. Fire Hall buildings 99 per ent in 217; 7. Administration 1 per ent sore in 217; and 8. Communiations (ECOMM) 1 per ent sore in 217. Areas of ontinuous improvement identified within the 217 FUS are as follows: Add one pumper (fire truk) to the City Center response; Distribution of ompanies and type of apparatus: speifially "some areas lie at or beyond the extent of a five kilometer response area. " This partiular statement arose in the 2 FUS survey and sores remained the same for 217 at 74 per ent; and mplement Automati Aid agreements with neighboring muniipalities. Speifi Reommendations from 217 FUS: 1. A omplete pre-fire planning program should be implemented for properties throughout the City (217 grading is 27 per ent). RFR has already started the proess of improvement in this area; and 2. The City should target an inspetion program for all properties (building Code-Part 3), (217 grading is 87 per ent). The survey identified that Fire ompleted 61 per ent of sheduled inspetions. The Fire Underwriters Survey did not provide omment on the effet reated by the improved grades nor what the effet would be of moving to the highest sore PFPC 1, however there is expeted to be impats for individual itizens and ompanies based on their speifi irumstanes. Possible ost benefits through improvement in insurane grades, and further optimized servie levels to residents and business, is antiipated. Finanial mpat None

5 February 14, Conlusion The City of Rihmond, Fire-Resue department is one of only 12 in Canada to ahieve the PFPC sore of two or greater with only one department ahieving a FPFC sore of one. The results offus 217 show improvement in the levels of fire protetion in the City. As a result, the Publi Fire Protetion Classifiation rating has improved from a PFPC 3 to a PFPC 2 and maintained a Dwelling Protetion Grade 1. The fous RFR puts towards servie exellene and ontinuous improvement is demonstrated by the improved Fire nsurane Grades. The improvement in PFPC grade may provide ommerial strutures with improved insurane priing and/or insurers may inrease the amount of property risk aepted in the City. As a result the Publi Fire Protetion Classifiation {PFPC) for the City has improved from a PFPC 3 to a PFPC 2 {based on a 1-1 sale, 1 being the best). The dediated efforts of the City in providing publi fire protetion are refleted in this improved Grade. The results are summarized in the following table. Risk Assessment and Publi Fire Protetion Resoure Review: Adequate response to a fire emergeny is generally measured by the speed with whih a responding firefighting rew(s) an arrive at the fire emergeny with suffiient resoures, to have a reasonable degree of opportunity to ontrol or extinguish a fire. Simply put, the response provided by a firefighting rew should equal the potential severity of the fire or fire emergeny. The base point, within the Classifiation Standard for Publi Fire Protetion, for measuring fire risk and the resultant available and adequate response is the determination of Required Fire Flows (RFF). Required Fire Flows (RFF) may be desribed as a measurement of the amount and rate of water appliation, and fire ompany response, required in firefighting to onfine and ontrol the fires possible in a building or group of buildings whih omprise essentially the same fire area by virtue of immediate exposures. RFFs were derived for buildings throughout the City of Rihmond using the methodology desribed in the FUS 1999 Guideline "Water Supply for Publi Fire Protetion". The alulation onsiders variables related to: the onstrution type, oupany, exposures, total effetive area, and the fire protetion systems in plae for eah risk. GS building and zoning data related to Required Fire Flow variables as well as manual alulations were used to derive Required Fire Flows for buildings throughout the ommunity. The results of the risk assessment are shown in Appendix A- Figure 1. Areas in orange/red indiate higher risk areas. We would like to thank all City staff for their valuable assistane in onduting this survey and preparation of this letter. Classifiation Standard for Publi Fire Protetion Results (CSPFP): The final PFPC is derived from a review of 4 areas related to publi fire protetion: Fire Department, Water Supply, Fire Safety Control, and Emergeny Communiations. A relative lassifiation is derived for eah of these areas based on a 1 to 1 sale (Class 1 being the best). The relative lassifiation and weighting ontribute to the final PFPC. A summary of relative lassifiations and weightings are provided in Table 2. All areas sored very well. The City of Rihmond is amongst 11 ommunities nationally with PFPC 2. 10 _ fire UnDERWRTERS SURVEY A SERVCE TO NSURERS AND MUNCPALTLES /o Opta nformation ntelligene Results and Reommendations: Calulation of the Fire nsurane Grade: The Classifiation Standard for Publi Fire Protetion (CSPFP) desribes the method of review. t is mostly derived from regression/orrelation analysis. t should not be onsidered presriptive but rather best pratie. Reommendations are made to improve redit in the Grading and as suh the relative weight of the reommendation to the overall PFPC should be onsidered. t is not possible to omment on the insurane rate effets of moving to a PFPC 1; however, the impat of the urrent improvement (PFPC 3 to PFPC 2) will better inform the City of the magnitude of the impat on insurane rates. Reommendations are also based on improved servie levels and reduing the negative impat offire within the City. A further breakdown of eah area is provided in Appendix B CSPFP- Setion Summaries. The bar harts over the 4 areas of the Grading. Eah area of the Grading is subdivided into items. These items are represented as bars on the harts in Appendix B. Fire Department FD-1 Engine Servie: The Basi Fire Flow for the City is set at 4,8 GPM. As a result the City should have 6 Pumpers in servie. There was a high frequeny of fire alls in 216 (>5) and as a result 2 additional Pumpers are added to the total benhmark needs. Apparatus RE1 had a high frequeny of alls (3,248); therefore 1 more Pumper is added to the benhmark needs bringing the total to 9 Pumpers. Through a ombination of Aerial and Engine apparatus the City is redited with 8 Pumpers in servie. As a result the City reeived near maximum redit in this Grading tem (97%). FD-2 Ladder Servie : n a similar analysis to FD-1, the City is determined to need 2 Ladder apparatus and is redited with having 2 Ladders in servie. Maximum redit is reeived in this Grading tem (1%). FD-3 Distribution of Companies and Type of Apparatus: This item reviews how well ompanies are distributed throughout the ommunity to respond to the levels offire risk. The muniipal boundaries of the City over a large geographi area. As suh it is diffiult to ideally loate failities to over all properties under ideal response distanes. Some areas lie at or beyond the extent of a Skm response area, as an be seen in Figure 3 (red area). The City reeived 74% redit in this Grading tem. t was noted during interviews with Rihmond Fire Resue Administration that the Department is urrently working with an external onsultant on resoure distribution and optimization. Additionally, the levels of response with neighbouring Departments is being reviewed. FD-5 Design, Maintenane and Condition of Apparatus: The apparatus, regular and preventive, maintenane program is well managed. The City has reently ompleted a new maintenane faility at Fire Hall 3 whih will allow them to begin annual pum p testing. All apparatus are within aeptable age limits. The City reeived near maximum red it in this Grading tem (99%). FD-6 Number of Fire Suppression Offiers (Chief and Company): The number of needed Chief Offiers and Company Offiers is based on the number of Pumper and Ladder Apparatus needed. The City reeived near maximum redit in this Grading tem (98%). FD-7 Total Fire Fore Available: The total fire fore needed within the Classifiation Standard for Publi Fire Protetion is exessively high and is based on numbers that are not generally seen nationally. FUS is looking at updating the numbers needed in this setion of the Grading. The City reeived a good level of redit in this Grading tem (7%). FD-8 Pumper and Ladder Company Unit Manning: This tem looks at the average staffing per redited apparatus. The City reeived near maximum redit in this Grading tem (9%). FD-9/FD-1/FD-11 Equipment nventories and Hose: Rihmond Fire Resue provided detailed inventories for all equipment on their apparatus. The City reeived maximum redit in these Grading tems {1%). FD-12 Condition of Hose: Hose is tested annually with reords kept in a reords management system. Hose drying failities are in plae. The City reeived maximum redit in this Grading tem (1%). FD-13 Training and Qualifiations: There is a doumented and defined reruit training program in plae that leads to all new reruits being ertified to NFPA 11 Level 2. Ongoing training is well managed using a software solution whih ensures that all members reeive training in all neessary skills. The minimum training level for Offiers is NFPA 121 Levell; however, most of the Offiers on the Department are ertified to NFPA 121 Level 2. There is a well-equipped new faility in plae within the City boundaries. FD-14 Response to Alarms by Company Apparatus: Detailed and adequate alarm assignments are dispathed through EComm 911. The City reeived maximum redit in this Grading tem (1%). FD-15/FD-16 Fireground Operations/Speial Protetion Required: Some muniipalities have peuliar fire hazards within areas they protet requiring speialized apparatus or equipment whih should be provided either by the fire department, individual property owners, or both together. These hazards, inluding waterfront port and marina failities, large petrohemial installations or brush and grass fire potentials should be provided for. The Fire Department has a detailed list of operational guidelines and proedures in plae for responding to various risks in the muniipality and reeived maximum redit in this Grading tem (1%). t has already been disussed that some areas of the ommunity lie beyond Skm of a responding Fire Hall (see Figure 3). t was noted that a large fuel delivery/storage projet is being ompleted in this area. FD-17 Misellaneous Fators and Conditions: This item looks at reord keeping proedures and Fire Hall building and site suitability. The City reeived near maximum redit in this Grading tem (99%}. FD-18 Prefire Planning: This tem identifies pre-fire planning. Systemati and frequent inspetions of buildings for prefire planning purposes shall be made by the fire fore. Reords of suh inspetions shall be kept and used in ompany training as well as being readily aessible to offiers in ommand at fires. The City of Rihmond has lose to 12, properties needing inspetions. Simply estimating that 5% of these may be buildings that need pre-fire plans would mean approximately 6, prefire plans should be omplete and available to responding rews. At the time of the survey there were 552 pre-plans reated; however, Rihmond Fire Resue is involved in a pilot projet on a software solution for easily reating pre-fire plans and updating. The City reeived 27% redit in this Grading tem. Reommendation: A omplete pre-fire planning program should be implemented for properties throughout the City in order to improve redit in this Grading tem. FD-19 Administration: The Department is well administered and reeived maximum redit in this Grading tem (1%). The offiial in harge of fire prevention ativities, in ooperation with the hief of the fire department, should establish an inspetion proedure for orretion of: obstrutions to exits whih interfere with emergeny egress or with fire department operations; inadequate or defetive automati or other fire alarm/fire extinguishing equipment; or onditions in buildings or other strutures whih reate a severe life hazard potential. Provisions should be made for the investigation of fires. While eah ommunity will have their own risks and redution programs, prevention will be more and more viewed as a frontline servie and not a support servie. Rihmond Fire Resue has a dediated and pro-ative fire prevention division made up of a Chief Fire Prevention Offier, 3 Captains and 5 Fire Prevention Offiers. nspetors are trained to NFPA 131 and publi eduations to NFPA 135. The City has approximately 12, inspetable properties. The frequeny of inspetion is based on the oupany type. As a result 5,529 inspetion were sheduled in 216 with 3,248 atually being ompleted. nspetions are reorded in a reords management software. Publi eduation events are regularly ompleted. The division is urrently ompleting an outreah ampaign to better understand ommunity fire issues. The results of the program will drive future prevention and eduation ativities. The division also ompletes plan review. The Department reeived 87% redit in the Grading Area. Reommendation: The City should target an inspetion program for all properties (Building Code - Part 3) in order to improve redit in this Grading Area. The program should aim to redue the number of fire alls as this adds demands on F-1 Engine Servie, F-2 Ladder Servie, and F- 6/F-7 Staffing needs. Water Supply: The City provided a water model report for the system whih shows that the City's Engineering Department has already ompleted an analysis of the water system and available fire flows. Any defiient areas have been identified. As suh no further omment is provided here. Communiations: The City reeived 1% redit in this Grading Area. Conlusion: We are pleased to advise that the Fire nsurane Grades have improved for the City of Rihmond. The updated Grades have been published on the Canadian Fire nsurane Grading ndex.
