4 PAGE 4 Dr. Hayden Introdues the Proess Voting with Dots Small Disussion Groups INTRODUCTION The Waverly Charrette was held on a blustery Saturday morning in February where nearly 50 ommunity members along with Pratt Library staff onvened to dream about the future of the Waverly Branh Library. Dr. Carla Hayden and City Counilwoman Mary Pat Clark hallenged the ommunity to think big about how this strong and well attended branh that was originally built in 1971 an position itself to meet the needs of the ommunity for the next 40 years. Historially, a harrette is defined as a period of intense design work before a deadline. A modern harrette has ome to mean an open proess that engages the stakeholders in a design and planning proess in an effort to build onsensus. The goal of the harrette was to evaluate the strengths and identify areas of improvement in order to hart a ourse for the future. Several ideas were onsidered and voied through presentations, small group disussions and a voting forum. The proess and outomes of the harrette are doumented in this report. 6 PAGE 6 WAVERLY COMMUNITY CONTEXT PRATT LIBRARY CONTEXT CONTEXT The Waverly Branh Library is loated in a dynami urban neighborhood. The presene of the popular Waverly Farmer s Market brings users from all over the region. The library is loated in lose proximity to Johns Hopkins University and the Baltimore Museum of Art. Students from surrounding shools depend on the library as a supplement to their own resoures. The redevelopment of the Memorial Stadium site has brought new residents and a YMCA to the area. Along with a very ative adult attendane, hildren and young adults atively use the library in the after-shool hours. Parking is available in the Waverly Market lot (with the exeption of Saturday mornings). Many patrons walk or take one of the several bus lines to aess the library. The Waverly Branh is loated in an approximately 2-mile radius of The Northwood Branh, The Govans Branh, and The Hampden Branh. The latter of these maintain opposite shedules to the Waverly Branh. 8 PAGE 8 STREET PRESENCE / IDENTITY The building does not urrently present a weloming presene on this prominent 33rd Street orner. The existing onrete frame building was onstruted in an era of defensive arhiteture: a response to the soial unrest in the nation s ities. The result is a solid street wall and a lak of visual onnetion between the street and the building. The urrent entranes appear dark and uninviting from the street. 33rd Street Entrane Barlay Street Entrane The primarily south faing faade provides exellent orientation to maximize daylight into the building. The property line of the library extends up to 15 feet beyond the street wall of the building. The existing sidewalk presents an opportunity for library expansion and planting beds. Community Voies: Inorporate urrent parking lot into building. Tie into 33rd St. streetsape plans urrently in the works. Emphasis on Main Street is ool libraries are fun plae to hangout and not just the malls. 9 PAGE 9 Herules Library, California Ballard Library, Seattle, Washington Seattle Main Library STREET PRESENCE: POSSIBILITIES The examples on the left demonstrate some strategies for softening the edge of the existing street front and for reating a strong ioni identity. Varying levels of transpareny onnet these libraries to their urban ontext and reveal the funtions within. Entrane anopies announe the building entry. The landsaped strip along the street at the Seattle Main Library provides muh needed greenery and relief from a heavily paved environment. Community Voies: Make visual anhor for ommunity, streetsape and ommunity events. Covered bus stop/ shelter. Build Bridge to the Boulevard Theater. Tie into streetsape plans on 33rd. 10 PAGE 10 Library Interior from Children s Area INTERIOR CONDITIONS The olumnless interior allows for maximum flexibility and a strong sense of openness. The sulpture at the entrane is original to the library and features literary figures. Low levels of natural light and a lak of onnetion to the outdoors negatively impat the interior environment. The absene of ohesive signage makes wayfinding less lear and ontributes to a lak of a strong identity. Daylighting an be provided via large windows or inserting lightwells into the existing spae. Glass oatings and mehanial louvres are very effetive in modulating harsh, diret sunlight and preventing exessive solar heat gain and should be given areful onsideration when using glass is a library setting. 15 PAGE 15 EXISTING CONDITIONS Lobby & Sulpture Main Entrane with Existing Seurity Cirulation Desk POSSIBILITIES Daylit Cirulation Desk, Seattle Library Seurity System, Northwood Branh Library, Baltimore LOBBY/CIRCULATION DESK The lobby area features an original sulpture depiting literary figures. The renovation plan will eliminate the bulky seurity system in the front of the library. The irulation desk was originally positioned on axis with the main entry doors and was reloated in a 1986 renovation. Staff and patrons expressed interest in restoring the desk to its original position where the desk would be more entrally loated and offer lear sight lines to the entry. The heavy onrete anopy prevents natural light from penetrating the lobbywhih makes the spae feel more ompressed than the flanking wings. 16 PAGE 16 EXISTING CONDITIONS Adult Setion Viewed from Lobby POSSIBILITIES Non-Traditional Shelving & Seating Young Adults & Adults Setion ADULT SECTION The adult area is an open feeling olumnfree spae with some natural light from the lerestory windows. The flexible layout allows the spae to be easily adapted to hanging use patterns. Strong usership makes this a partiularly busy area of the library. The lak of omfortable furniture and task lighting makes studying or reading in the library less pleasant. A system of signage, displays and updated shelving (books tend to fall behind the existing shelves) would improve ease of use. Library staff have expressed a need to reloate the referene desk for better sight lines. Community Voies: Larger Book olletion- more area for browsing. Make furniture more omfortable. Like the adult setion, the hildren s area would benefit from updated shelving and signage. The referene desk loation urrently fores the librarian to turn her bak to the area. Added olor, hild-saled seating, and more integrated omputer opportunities have been requested in this area. Community Voies: Big push for kids and young adults to ultivate the next generation of library users. Play area / ways to interest kids to lengthen the stay at the library. 18 PAGE 18 EXISTING CONDITIONS Young Adults Setion POSSIBILITIES Young Adults Setion with Computer Sign-Up Multi-Media YOUNG ADULTS Young adults are frequent users of the library. Students regularly ome to the library to aess the internet, do homework, and soialize in a safe plae. The strong interest and attendane of young adults make this setion a prime andidate for future expansion. New signage and upgraded displays would allow teens to identify and better use this setion. Many ommunity members stressed providing teens with a omfortable hang out spae as an important priority. Community Voies: Promote researh skills among the youth tied into sustainability & green roof. Isolate areas for teens to hangout. Comfortable Flexible seating for Kids and Young Adults. Teens want to talk, reate lounge for them. 19 PAGE 19 EXISTING CONDITIONS Computer Sign-Up POSSIBILITIES Existing Computer Cluster Teen Podast Prodution, Bronx NY COMPUTERS Publi omputers are primarily loated in the small glassed room behind the irulation desk and at a large round table adjaent to the referene librarian. One omputer is loated in the Children s Setion. Patrons urrently sign up on a entral mahine to make an appointment for omputer usage. Pratt staff members have expressed a preferene for loating publi omputers throughout the library while maintaining proximity for support from the library staff. More mahines, appropriate staffing and ergonomi furniture have been targeted as areas for improvement. Community Voies: Too many omputers + too many games = too loud. Wi-fi!!! Yes! More omputers. 20 PAGE 20 EXISTING CONDITIONS Multipurpose Room POSSIBILITIES Multipurpose Stage Area MULTIPURPOSE ROOM The multipurpose room is a popular and wellused spae for meetings, elebrations and hildren s programming, just to name a few. The multipurpose room has its own entrane from Barlay Street, a small kithen spae, a projetion room, and a storage loset. Suggested improvements for this area inlude new flooring that would allow for easier lean-up, urtains for the stage, and an aessible entrane from Barlay Street. Connetion to the street and provision of natural light were also identified for inorporation into future plans. Community Voies: We need bigger, better performane spae. Movable partitions walls for spae flexibility. More spae for after-shool and ommunity events. Inrease ability to use the meeting room for birthdays / events. 21 PAGE 21 EXISTING CONDITIONS Existing Reeiving Area POSSIBILITIES Work Areas and Book Storage OFFICE The offie and book proessing area oupies more than 3,000 sf of the total floor plate. A large portion of this spae was one dediated to proessing books, a proess that now takes plae at the Main Branh. This found spae ould be effetively turned over to the publi funtions of the library to offer expansion spae to urrently squeezed programs while still offering ample spae for neessary offie ativities. A areful study of the needs for this area is reommended to ensure that proper workspae is provided. Again, the addition of olor, natural light, and better organization would allow for omfortable use by the staff. 22 PAGE 22 EXISTING CONDITIONS Existing Corridor EXISTING BATHROOMS Janitor s Lounge ADA REQUIREMENT SERVICE AREAS Servie areas inlude the restrooms and bak-of-house areas suh as the mehanial room and janitor s lounge. The original restrooms have been adapted for aessibility by removing the stalls. Many patrons expressed interest in general restroom upgrades and the establishment of a family rest room where parents an take young hildren. The lak of a water fountain makes it diffiult to use the library for long periods of time. The janitor s lounge loated off of the mehanial room is another area where spae might be better used to expand the multipurpose room or restroom area. Community Voies: Plae a family bathroom in kid s area. Install hildren s sized toilets and a hanging station. My kid is afraid of the men s room - lots of improvement needed. 23 PAGE 23 EXISTING PROGRAM SPATIAL DEFICIENCIES UNDER-UTILIZED INTERIOR SPACE UNDER-UTILIZED EXTERIOR SPACE SPACE ANALYSIS A pre-harrette analysis identified heavilyused areas of the library that urrently require more spae. This led to a study of how existing spae ould be reapportioned to meet the demands of the library program. Areas requiring expansion spae inlude the multipurpose room, the omputer area, and young adults setion. Areas where spae ould beome available inlude the multipurpose pantry and projetion room, the janitor s lounge, and the book proessing area. The study of under-used spae extended to the exterior where it was determined that the property line extends beyond the building. The extra-wide sidewalk provides an opportunity for future building expansion and planting areas. Some residents felt strongly that existing on-site parking (shown at left with dotted lines) ould be more effetively used for library expansion. Employee parking, they felt, ould be provided in large ity-owned lot aross 33rd Street. Community Voies: Parking aross the street- let patrons know it is there with better lighting and signage. Getting rid of the garages more library spae or garden. Aquire the garages. Address parking / spae out bak / validation for spaes aross the street. 24 PAGE 24 OUTDOOR SPACE Exterior Landsaping, Seattle Main Library Exterior Landsaping, Issaquah Library VENDING/LOUNGE Snak Area with Informal Tables ADDITIONAL PROGRAM OPTIONS Additional program options revealed by interviews with staff and harrette feedbak inlude the possibility of green spae, outside the building envelope or within, and a vending / lounge area. Some partiipants expressed a desire for the library to beome a destination, i.e. a plae to go to pass the day. Currently there is no water fountain, snak area or family bathroom whih fores patrons to move on after a short time at the library. Several ommunity members expressed a need for a lounge area where beverage and healthy snaks ould be available. This was espeially important to parents of young hildren and would ertainly be appreiated by the after-shool patrons. Potentials for green spae inlude streetsape plantings, gated or enlosed garden areas for library patrons, and interior ourtyards to bring light and nature into the building. The goal of the ensuing disussion was to establish a vision for the libraries ontinued role in the Waverly ommunity. Programming objetives are illustrated in a series of plan diagrams that realloate under-utilized areas while responding to demands for more programming spae. The graph in the lower right hand orner of the following pages registers feedbak from harrette partiipants with green signifying go and red signifying stop. Beause not every partiipant voted on every idea, these graphs illustrate where response was overwhelmingly positive and where more onsideration is neessary. STRATEGIES
26 PAGE 26 OPEN WINDOWS TO STREET The first strategy shows that opening the existing lerestory windows to the street aptures light and views for the main program areas loated along the south-faing 33rd Street Faade. 27 PAGE 27 REORGANIZE INTERIOR Beause the building is primarily south faing, most of the natural light is ast along the 33rd street faade. This strategy proposes reorganizing the interior to move the oupied areas (tables, study arrels) loser to the light while plaing the staks along the strutural wall indiated in blue on this diagram. 28 PAGE 28 RELOCATE CIRCULATION & INFORMATION DESKS Restoring the irulation desk to fae the entrane would provide orientation to the entry sequene and easy aess from both wings. Staff members have requested moving the referene desks to fae out into the spaes that they serve. Consideration should also be given to the desk design to provide proper seurity and aess. 29 PAGE 29 ADD SKYLIGHTS Skylights with speial glass oatings or mehanial louvers offer daylight and a sense of onnetion to the hanging quality of light throughout the day without harsh glare or solar heat gain. Skylights plaed in the entral lobby spae would provide light penetration into the darkest areas of the building. 30 PAGE 30 EXPAND HEAVILY USED PROGRAM AREAS As disussed in the spae analysis, there is potential for the most heavily-used programs to expand into under-used spae within the existing building program. The diagram to the left shows an expanded multipurpose room that inorporates the projetion room, pantry,and janitor s lounge as usable spae. The former book proessing area of the offie is shown as additional onferene/lassrooms to omplement the multipurpose room programming. Offie spae and staff lunhroom would remain in plae. Aess to this area ould be provided through the library or through the Barlay Street entrane. Computer banks are shown entrally loated in both wings of the publi spae to inrease aessibility for all users while ensuring appropriate support and supervision. 31 PAGE 31 ADA ENTRANCE & PLANTING AT BARCLAY STREET The original 1971 building plans show a ramp at the Barlay Street entrane whih was never built. An ADA entrane diretly into the multipurpose room would allow greater aessibility and flexibility in entering this spae. A new ramp ould inorporate planting to add greenery and soften this heavily paved area. Community Voies: Green Barlay and add signage. 32 PAGE 32 NEW ENCLOSED READING ROOM LAYER The paved areas beyond the building line provide an opportunity for building out from the existing street wall. A new reading room layer would provide sunlit spae for quiet or group study and provide an animated street faade. Care should be taken to ensure proper light modulation in the enlosed workspae. Durability and seurity are also important onsiderations. This option also presents opportunity for passive solar heating. Community Voies: Windows at the YMCA were reently broken. If a better design were used this might not happen. Add solar panels. Need to see ativity, libraries need to be inviting. 33 PAGE 33 INTERIOR COURTYARDS Interior ourtyards are a great daylighting opportunity: an objet of interest within the predominantly horizontal library interior. Small gardens are a learning opportunity, while an unexpeted glimpse of sky is a universally inspiring experiene for adults and hildren alike. The gardens ould be oupiable, or funtion as lightwells that provide natural light and visual interest. Community Voies: Don t lose book spae. 34 PAGE 34 CHILDREN S GARDEN A gated hildren s garden would allow a safe, sun-drenhed area for reading and for play. Like the interior ourtyard strategy, a hildren s garden ould funtion as a learning opportunity throughout the seasons. This spae ould be inorporated into existing library programs inluding story time, sidewalk halk ativities and the book fest. Care should be taken to provide for proper maintenane and seurity in this area. Community Voies: [Children s garden] needs protetion from street noise & after hour abuse. 36 PAGE 36 GREEN ROOF The existing flat roof offers an ideal surfae for a green roof. As ities ome to terms with their environmental impat, green roofs have beome inreasingly popular for their insulation value, their ability to derease storm water runoff, and to redue the heat island effet. Green roofs an be both intensive, requiring deep planting beds that support substantial plants, or extensive, requiring only a few inhes of soil to support small suulents with shallow root systems. Community Voies: It is most important to have the library as the green anhor and a leader for the ommunity. Create a book olletion dediated to sustainability researh. 37 PAGE 37 COMBINED POTENTIALS This diagram shows the ombined strategies disussed at the harrette and is not meant to suggest an atual building plan. It is a ompilation of various strategies that ould funtion together or alone to vastly improve the existing library building. 40 PAGE 40 STRATEGIES ANALYSIS The graph to the left tabulates feedbak for the strategies presented. The new reading room layer idea reeived a great deal of positive feedbak. Several partiipants suggested ombining this idea with other green building tehniques like passive solar heating. The new entrane anopy proposal was also well reeived. Overall, partiipants hampioned the importane of bringing natural light into the spae. The green roof, along with some of the garden ideas lead to pratial onerns about maintenane and safety, however most partiipants applauded the idea of introduing greenery. Some residents also wanted to be assured that the introdution of glass at the street front would be properly seured and proteted from vandalism. 41 PAGE 41 ADDITIONAL FEEDBACK ITEMS In addition to the strategies setion, partiipants also voted on several building and program elements. Here we see support for introduing landsaping and a general greening. Partiipants also liked the idea of innovative and non-traditional shelving to break the monotony of the library interior along with the introdution of olor. Many of the hildren present were in favor of imaginative play and reading areas rather than too many omputers. The addition of a dediated omputer room met with some skeptiism onerning logistial onerns and proper staffing. A vending and snak area and a water fountain were also popular ideas that would require areful planning to avoid obvious onflits with the library environment. Other suggestions from the ommunity inluded onneting the library to developments on Greenmount Avenue and the Waverly streetsape projet, and even expanding into existing neighboring buildings.
