Pleasanton Unified School District District-wide Facility Needs Board of Trustees Study Session May 21, 2016
In order to support a 21 st century learning environment, and ensure we provide safe and secure facili9es for our students and staff, we need to furnish an adequate infrastructure. Our school facili9es need upgrades, replacements and renova9ons/ moderniza9ons. District-wide Needs Amador Boys Locker Room Valley View Playground 2
District-wide Needs Based on work orders, walkthroughs, a review of the Facility Master Plan, and discussions with staff, we found that the district has needs to: Upgrade fire alarm, security and intercom systems Replace and upgrade carpet/9le flooring (classrooms, gyms, bathrooms) Paint schools to preserve wood and structural integrity of buildings Upgrade or replace hea9ng, ven9la9on and air condi9oning systems Convert relocatable classrooms to permanent buildings Replace and repair roofing Pave, reseal and replace asphalt Replace windows, indoor air quality Upgrade electrical services Upgrade restroom and plumbing systems Implement green ini9a9ves to reduce energy costs and help our planet Fairlands HVAC Enclosure Top of Roof: Main Building 3
District-wide Needs Con9nued. Replace and upgrade playgrounds and ballboards Upgrade parking lot/ school exterior ligh9ng Replace school marquees (communica9on vehicle to parents and community) Upgrade safety and security telecommunica9ons infrastructure (VOIP, security cameras) Upgrade and replace classroom and library technology Harvest Park Play Area 4
Staff Survey Results: Common Themes Replace portables, New Classrooms Expand and/or renovate MPR Install shade structures Paving repairs Improve drop offs Expand and modernize exis9ng gyms and locker rooms (high schools) Hea9ng, ven9la9on, air condi9oning repairs and/or upgrades 5
Fire Alarms Current Status of Building Systems Currently, there are inconsistent fire alarm panels within each school site. Half of the district schools have different types of fire alarm systems within their campus. What this means is that if there is an alarm in one building, it does not emit any alarm in the adjacent building. In essence, whole system coverage during an actual alarm is non-existent. Security Systems Current systems are outdated. Many of the security systems date back to the 1980 s. Security coverage is inconsistent school wide with many audible alarms not func9onal. We have damaged or defec9ve security sensors across the district. Roofing We have ongoing roof leaks district wide and several roof systems are beyond their life expectancy. At Amador Valley High School, we s9ll have tar and gravel roofs in several buildings (Buildings B, C, D, I, L) 6
HVAC Upgrade Current Status of Building Systems The majority of the HVAC systems in the District were installed in the 1990 s. Many are more than 25 years old. The District s newest HVAC systems are about 15 years old. Indoor air quality and energy efficiency can be significantly improved with newer systems. School painjng Pain9ng is necessary to preserve wooden structures and prolong the building life. In many of our schools, we have glulam beams robng away and delamina9ng due to lack of preserva9on through rou9ne and systema9c pain9ng schedule. Paving and Asphalt Replacement/Resealing Paving and asphalts are an ongoing safety concern. For example, at Pleasanton Middle School and at several other schools, we have asphalt cracking, shicing, and many raised concrete areas crea9ng slip and fall injuries. 7
Electrical Service Upgrade Current Building Systems To support the 21 st century classroom, we will need to upgrade our electrical services to ensure that we have enough power to support new equipment. Plumbing Upgrades We have had underground leaks at some schools given our old piping systems. There is a need to have isola9on valves within the school grounds. Carpet/Tile Flooring Replacement (Classrooms, Gyms, Bathrooms) Parking Lot/School Exterior LighJng Upgrade To ensure safety during evening events, we need a comprehensive exterior ligh9ng system to provide sufficient illumina9on at night. 8
Staff Comments Place solar structures over parking lots. They provide solar energy and shade to cars at the same 9me. Alisal looks like one of the oldest schools in the district and needs to be updated and modernized. In my opinion, Alisal is in a lot worse shape than most of the elementary schools. So when you're talking about having equity districtwide, I think Alisal needs to be a top priority. Staff parking lot!! We need more spaces & a separate entrance to avoid the school drop off/pick up traffic mess. Having to circle the parking lot several 9mes in the morning to park is a nightmare. Bad exterior ligh9ng at Foothill, campus-wide, needs to be addressed so campus feels safer to walk around acer dark, which can be as early as 4:30 in winter months. Maintenance and paint exis9ng interior walls With school star9ng in mid-august, students need more protec9on from the heat - func9oning water fountains and more shade structures. At Donlon, #15 above is cri9cal. Our classrooms, library, and Computer Lab computers are mostly outdated. We need more Chrome books carts also so that the portables don't have to wheel the primary grades one all the way from our B-pod. Not safe for the Chrome books OR for the teachers (It's an accident wai9ng to happen, and an accident could result in a workman's comp claim) Safety of students comes first and keeping schools in good repair. Also, each school should have space for specialists to work and a place when weather is too hot or cold. Some schools have plenty of classrooms for extra events and others don't have enough space for kindergarten to have their own rooms and reading rooms for shared guided reading sets. Some schools are very crowded. All schools should have the space they need for special events, poor weather and teachers should not have to share classrooms. Thank you Invest in bejer ligh9ng, hea9ng, etc. to reduce energy expenses including green energy. When conver9ng portables to permanent structures keep in mind the need for teachers to collaborate and the need to have space for volunteers to work outside of the classroom. Bathroom floors replaced in the K/TK bathrooms. They are so stained with yellow from being urinated on over the last 16 years it won't come out. Once projects are complete please maintain the builds more ocen. Don't let the paint and and wood structures get to this state. Have bejer pest control. 9
Staff Comments The portables at Fairlands are in bad shape: they leak every year, they need to be painted, they are right next to the lunch area which is very distrac9ng and noisy, they do not hold heat, the air condi9oner/fan is extremely loud, they are infested with cockroaches, and mice, the paper towel and soap dispensers are broken, and the doors don't seal close. Our roofing is awful, most of the 9me we have ceiling 9les missing as water damage has ruined them. We constantly have leaks. I feel the priori9es list generated is comprehensive and accurately pinpoints the upgrades needed throughout the district. I feel that our school could use an instant facelic with a fresh coat of paint! I believe the Lydiksen should be on the top of the list for exterior pain9ng. Our school is drab and dreary, unlike schools like Fairlands and Walnut Grove who have beau9ful greenish/turquoise trim. We need to get rid of all the brown and make our school feel and look invi9ng, bright and cheery. Covering the lunch area at all eight elementary sites that do not have this is a must. This saves custodial 9me and resources. Really would love to see the elementary schools get a fresh look/paint job to make them seem fun and invi9ng. Also would love to see more electrical and network plugs in classrooms. Thank you for taking this on and surveying us. In my 20+ years of teaching, I don't remember every being surveyed! Thank you! These are all needed repairs or replacements! Our campus needs a major facelic. Our school looks and feels like the oldest. Our students deserve a clean an amazing looking school. I feel that our many of our students live in poverty, our school appears to be a school of poverty. Our office needs to be desperately reconfigured. Our campus does not feel secure. Our MPR needs blinds for security and mul9media. All windows should be covered. The Paint is peeling in several areas of the school and looks bad. The non skid flooring in the M.P Restrooms and the kitchen is the same flooring that was replaced in some of the other restrooms because it is defec9ve but was not replaced in these areas yet. The office carpet is very old and majed down. The pe facility/weight room is an embarrassment. It is filthy and there are too many kids in a small space for a school this size 10
Staff Comments Providing an expansion for the music program will alleviate demand acer school. Either building a bigger Band Room or providing an addi9onal mul9-purpose room or gym will help prevent conflicts in facility needs acer school and during the day. Men's restroom in main office is forever s9nky Need new in-house speaker systems, presenta9on programs/projec9on systems, etc. I believe that upgrading and replacing classroom and library technology is extremely important for our students. We have a Google Doc/Drive with details of all projects needed. We need a concerted effort to install new (newer than 5 years old) projectors from the ceiling of all rooms. I believe all money the district gets is wasted on many levels. The bids are from friends & rela9ves and are the cheapest worst contractors their are. The work done is always awful. The board members have no experience in this area as well! Pick up and drop off along Santa Rita is a nightmare! New traffic plan will help but there is not safe driving along the road. Parents are STILL dropping kids off at the red light in the middle of the road! We need new facili9es! The small gym/girls locker room has become a health/safety issue. Amador's portables are and have become permanent structures. We should not be improving any admin building before teacher are in safe classrooms. There is a strong need to address #15: Upgrade and replace classroom and library technology, with a long-term plan to support the technology, in terms of repair, replacement, and upgrades. I am hopeful that the district can address #16, not only to address the environmental concerns, but as a fiscal concern. I do understand that there are logis9cal and cost concerns at Amador, but I do hope there is a plan to implement solar in the future. Convert relocatable classrooms to permanent buildings These temporary structures wear much faster than permanent buildings and are rarely sufficient spaces. I don't understand the need to replace portables ahead of other projects. Some of the portables are actually nicer than classrooms on campus. As we adopt common core compliant curriculum, it is clear that our technology cannot support the state of the art teaching and learning. Solar makes sense to put some dollars into! 11
Staff Comments Classroom security in an age of school shoo9ngs at affluent high-schools, similar to Pleasanton high-schools, is an obvious first priority. Many classrooms have flimsy glass doors and large banks of un-reenforced plate glass windows. Replace those immediately. District wide energy management systems seems to be very weak at AVHS. Savings nejed from improvements in energy usage could fund other projects. all the schools need improvements, but the most necessary I feel is the bathrooms, and the shaded area to keep students ea9ng outside instead of inside the classrooms, Security and green ini9a9ves are cri9cal investments for the safety and wellbeing of our students and environment 12
